To complement the seafloor defensive system the following terrestrial measures are to be taken.

[b]Blue Squares (Fixed Missile Batteries/subsector hubs):[/b] Missile Cells, each cell will contain 40 cool launch VLS with automatically reloading magazine style infrastructure. Each cell should have enough missiles stockpiled to outfit each VLS with ten missiles. Each cell should moreover be able to host a variety of missiles ranging from standard short/mid to long range cruise missiles, kinetic kill missiles, and anti-naval ballistic missile. The VLS themselves are to be built into the ground itself, visible only when active as a series of small holes bored into the rock face. When dormant launch tubes should be protected both from attack and environmental degrading by a series of surface plugs manufactured from metal alloy and camouflaged to appear from the surface as natural terrain. In addition to VLS, each cell should also have a set of anti-air modules also built into the surrounding surface. Each module should have a total of ten launch tubes and enough stockpiled short range anti-air missiles to provide each tube with five shots before replenishment is required. Beneath each cell should be a small to medium sized barrack and outpost for technicians and engineering staff. Each cell should be linked via truck sized tunnels to sector hubs (small red circles). In addition each square should be a hub for its own foot tunnel system providing ease and advantage of movement to defending ground forces. All foot tunnels should be outfitted with previously earmarked vault door design.

[b]Small Red Circle (Sector Naval/Military Hubs):[/b] Each Sector hub will comprise of a large subterranean military compound outfitted with full scale multi-division barracks and centralized logistical distribution points/warehouses. Each sector hub will be outfitted to service large portions of the air force and each center and will have up to fifteen subterranean runways. The vast majority of the base itself should unseen from the surface and the various access points should generally be camouflaged. Each subsector hub however is to be built along or underneath waterways allowing a portion of the hub to service the navy. The naval portion of each hub should include extensive wet naval yards as well as a series of fortified dry docks. Each sector hub also should host extensive anti-air defensive infrastructure. Finally each sector hub should be connected to the others through a subterranean parallel military hexlev system allowing the rapid movement of troops, aircraft, and supplies between the various military centers.

[b]Large Red Circle (Central Military Command):[/b] Large completely subterranean fortified military structure, independently linked through the military hexlev system to each of the sector hubs. The Central Military Command center built beneath an extinct granite basalt volcano it will sit approximately 500 feet below the surface. Between it and the foot of the mountain will be four layers of interwoven steel-reinforced concrete providing a direct block to any and all forms of penetrating missiles. The facility itself will be organized into a series of stacked layers each larger than the one after it. At the lowest level will be a central strategic command, and the housing of Project Seraphim’s advanced computing hub. The Central Command Center will further serve as the primary Barrack and base of the Seraphim as well as a host a significant multi-division barrack for general military forces operating on the island. Beyond accessibility via military hexlev the Central Command Center will further be linked to the Civilian Hexlev system, as well as have a system of foot and vehicle tunnels affording quick surface mobilization and advantage of movement to the base’s inhabitants.

[b]Black Circles (Cities and Population Centers):[/b] Each city will be outfitted with its own independent defense web similar to those installed in and around the various sector hubs. They should have their own parallel military base, and troop garrison.

The central trading floor of Regency Transnational was dark, reflecting the temperament of its own master. Its black marble floors and polished obsidian walls reflected and contested with the many monitor sets before each trader and the wall display at the head of the room. Slowly walking through the bustle of the general day activities of Regency Michael critically examined each of his staff members, 120 of the best finance specialists in the business. He enjoyed the time he spent on the floor, to be at the center of the action, in the middle of so many life altering decisions, shaping the very fabric of the world. Glancing down he noted the time and recalled his various predictions for Regency's various core projects. Soon the work of the last three years would come full circle. Returning concern to the floor he turned to address the group, his general gaze a subtle signal for their attention. "The great artists of our past, were our great conquerors; Genghis Kahn, Muhammad, Caesar, Alexander, Bonaparte, Bismark, excreta. While we do not remember them as such, they are among the few examples of men who had the courage to exert their will upon others and to in doing so redirect the course of mankind. While there is still a place in the world for military prowess, today's conquerors are seldom armed. More often they are seated in rooms much like this one, behind desks like your own. They do not act publicly, but privately, silently authoring the future of our race. We are among such a cadre, all of us, and the people of a great nation are poised to pay tribute to us. That being said, as you are all well aware, the ELA70 has removed most if not all of the restrictions previously imposed on us. Without further signal he dismissed them and returned to his own office. The pieces were falling into place, and the final act required only one last puppet.

A month after speaking to his employees at Regency, Michael had gathered a collection of major economic scholars, PNP allied corporations, business figures, and various loyal members of the nobility to form a covert academic vehicle for his ideas and his projects. The group had been termed the United Pacific Policy Institute, a think tank and economic lobby. Though he publicly was listed as one of its fellows he had sought to minimize the public's knowledge of his connection. As the first significant project Michael had formed a small committee within the overall organization to conduct a survey of the present economy, its growth, and the effects of the ELA70 on it. Four moths later their survey had been completed and he had been called in to meet with the group.

The conference room was located on the 50th floor of the Grant Financial center within the Economic District of Wellington. The group assembled had been carefully selected, not for their prowess or sharpness, but for their reputations as credible scholars, and their fundamental lack of creativity. Based on that he could be assured of a predictable outcome.

"Our study began with a re-evaluation of the general sentiment surrounding the ELA70 and its effects. Since its passage the economy has been steadily growing at an annual rate of 8%, a figure widely considered to attest to the success of PFP policy." The chairman paused opening up his own report and glancing down at it, as if to confirm what he already knew. "However, upon closer examination, it was revealed that the growth itself is focused primarily in the alarming expansion of the real-estate and services sectors of the economy. While this was expected, what is troubling is that both phenomena appear to be fueled by a parallel inflation of paper goods and private debt. The easy credit of the central bank's attempt to jump start new business, and the minimalist regulation regime on the financial services sector appear to be the core contributing factors to this expansion. Following this revelation, a structural analysis of the post-ELA70 Pacifican Economy was conducted, the report conclusion made three general observations. 1) that the growth which has occurred under the new economic regime is in fact highly unstable, 2) that the growth is unsustainable and illusory, displaying indicators of a bubble at both the epicenter of the growth itself as well as all associated markets, and 3) that due to the extreme growth of derivatives and other paper goods, the instability of the affected areas creates extreme liability on the part of not just the areas of the economy which have experienced growth, but also all traditional sectors of the economy which have indirectly tied themselves into said areas via the financial services sector. In short when the bubble which is presently forming bursts, there will be an immediate period during which there is extreme potential for profit opportunity, as the debt of the collapsing portions of the economy remains tied into and backed by the established components of the economy structure, shortly thereafter however extreme recession and potentially depression can be expected." Turning his glance to the figure across from him, a gesture matched by the others surrounding the ellipse of the conference room table, he remained silent awaiting a response. Michael was pleased that they had come to the same, well almost the same conclusions he had. The economic turmoil to come was not an accident, but its cause was not the ELA70, rather it was himself. In either case it was better that the truth remained burred with Devereaux and his legacy.

"Excellent Mr. Chairman, I happen to concur with your own findings. Submit your report to the publication bureau for drafting as an article. In six months time a refined copy of your report will be released by the United Pacific Policy Institute, and the article will surface in one of the primer economic journals. From there we can work out the details of getting your insights out to the press. In either case, know that I am thoroughly satisfied with your work." The chairman nodded, grateful for the praise. Staring down at the report before him, a surge of sensation rippled through his body. This completed booklet, a piece embodying the failure of academic scholarship, and the triumph of sophistry, was the key to everything, and the final weapon he needed to transform the nation into his personal despotism.
