Elrich von Richt Posted December 29, 2009 Report Share Posted December 29, 2009 The Eternal Commonwealth (Eien no Komon'u~erusu / 永遠のコモンウェルス) (Vechnyĭ Sodruzhestvo / Вечный Содружество) An act forming cordial and close relations between the states of Dai Etania Teikoku, the Democratic Republic of the Pacific, and the United Sovereign Entities of Tanelorn. Through private conferences among the diplomatic officials of these sovereign states, we present the world with the following: PREAMBLE WE the people of these NATIONS hereby reaffirm ourselves of sharing a common heritage through the state of Dai Etania Teikoku, and herein establish ourselves of sharing cordial relations and recognize the need to unite the people of these nations in cooperation. In the spirit of our common cultural and political beginnings, we hope to unite our peoples and establish a formal relation between our nations in the hopes of promoting wealth, peace, defense, and the overall advancement of our people and our culture. To provide for a power base of these ideas, and to provide for an organization to promote these ideals, we here by establish the Eternal Commonwealth ARTICLE I: SOVEREIGNTY The signatory constituent governments, established by their relative constitutions, laws, and customs, shall be independent of one another and shall recognize each other as sovereign nations of this Bob. The independence of all undersigned nations, however, shall be granted mutually to each other by all signatories and their constituent administrations and figures. No territory of one nation shall legally be administrated by another nation's authorities of any level unless delegated by that said nation officials, as per cited authority and legality in their relative customs and laws. This includes, but is not limited to, the private property of a nation's citizens and the public property and claimed processions of that nation's government. In establishing separate, but allied governments, the parties of this commonwealth hereby mutually agree to conduct civil and tactical administration how they see fit and how their populace will it. This includes, but is not limited to, the customs of which the officials of authority granted in a party's relative law may use their power. Neither party withholds the right to control the laws, customs, elected or selected officials, nor any other provision established in law of the other nation. ARTICLE II: COMMONWEALTH COOPERATION All signatories are to establish cordial and open relations with one another respecting to provisions of Article I. If either party is found in violation of these articles, appropriate cooperative programs may be altered as found fit by the victim party. Economic cooperation among the states of this commonwealth shall be open and fair. Cooperation through the use of ports, shipping lanes, land routes, and air travel shall be agreed upon for mutual economic development. Furthermore, all signatories agree to defend each other's guaranteed independence and safety of their government territories upon attack from an outside party. However, such tactical cooperation shall be kept within the sovereign and independence limits as established in Article I of these accords. All states will take the steps necessary to defend the property of each other's states, their citizens, and inalienable rights to independence from outside forces. As such with the above statements, all states shall not provide aid of any kind to an outside force hostile and at conflict with the other signatory party's constituent government. Aid includes, but it not limited to, tactical support, exchange of information and intelligence, financial support in the form of trade of good or monetary funds, and/or the use of citizens to fuel a proxy conflict. This article may be cancelled upon request of either party, effective 6 months upon confirmation of cancellation. ARTICLE III: RATIFICATION WE the undersigned representatives of our NATIONS hereby declare this document to be legal and valid: Signed for Dai Etania Teikoku, By the grace of the kami, witnessed and herein signed by, Haruhi Suzumiya, Empress of the Teikoku Takeo, Emperor of the Teikoku Mochitsura Hashimoto, Imperial Minister for Foreign Affairs Signed for the Democratic Republic of the Pacific, Consensus and agreement by the administration of the Pacifican State, as confirmed by, Ray Matveyev, President of the Democratic Republic of the Pacific Viktor Ishayev, Chairman of the Council of Ministers of the Democratic Republic of the Pacific Ratification by the National Assembly of the Pacifican Democratic Republic, as confirmed by the Moderation Committee of the National Assembly, Roman Delemonsky, Secretary of the National Assembly, Moderator of the National Assembly Jin Hasegawa, Moderator of the National Assembly Vladimir Sybily, Moderator of the National Assembly Anatoly Lanacharsky, Moderator of the National Assembly Signed for the United Sovereign Entities of Tanelorn, Thomas Grimshaw, Diarch of USET.
