Constitution of Troina

In order to form a more perfect republic and to better govern this great nation, we, the provinces of Troina hereby author this constitution.

Be it known that this Constitution can be amended at anytime, should three-fourths of Parliament propose and agree on an amendment, but no amendment may deprive a state of equal representation in Parliament nor shall it discriminate against anyone based on race, creed, religion, sex, or sexual preference.

Article I

The government of Troina shall be composed of three branches of government, the executive, legislative, and the judicial. Each branch shall be able keep checks on the other to make sure that none of the branches overstep their authority.

Article II

The president and vice president of Troina must be at least 30 years of age, a natural born citizen of Troina, and a resident for at least 10 years.

If the president is to be impeached, killed, or resign while in office, the vice president will then become the president.

The president will be paid a total of at least $30,000 per year while the vice president will receive $25,000 annually.

The president has the power to veto laws proposed by Parliament, but he may be vetoed if two-thirds of Parliament votes to put the proposal into law

The powers of the executive branch are:

1. To make sure that the laws of Troina are executed faithfully

2. Receive and send out ambassadors to foreign nations

3. Wage war with foreign nations without the consent of Parliament for a total of 90 days

4. May appoint public ministers, given that three-fourths of Parliament agrees

5. Control of the armed forces of Troina

6. May give presidential pardons, except in cases of treason or impeachment

7. Mint money

8. Start or terminate diplomatic relations with a nation(s) and sign or terminate treaties with foreign nations (if at least three-fourths of Parliament agrees)

9. Shall protect, defend, and obey the Constitution

10. Appoint judges to the Supreme Court (should two-thirds of Parliament agree to this)

Article III

The legislative branch of Troina is to be made up of two parts, the Anu and the Celestial. The Anu or Upper Parliament will be ten provincial representatives that are elected every two years. The Celestial, or Lower Parliament, will be made up of twenty provincial representatives that are also elected every two years.

To be a member of Parliament one must be a natural born citizen of Troina, be at least 25 years of age, and a resident of their respective province for at least five years.

Members of the legislative branch shall receive low-cost housing for them and their families and shall also receive a pay of $25,000 per year.

The powers of the legislative branch are:

1. Ratify treaties dealing with foreign nations

2. Propose laws

3. Ratify government budgets

4. Establish post offices and roads

5. Declare war on foreign nations

6. Pass any and all laws that are necessary to allow the government to continue governing the nation

7. Create courts lower than the Supreme to interpret laws whose judgments may be overruled by the Supreme Court and to create punishment for crimes

8. Lend and borrow money to/from foreign nations

Article III

The judicial branch of Troina shall interpret the Constitution and may amendments to it if necessary for its interpretation.

The Supreme Court shall consist of nine judges, appointed jointly by the President and also Parliament, who shall serve for life or until they resign. Parliament may impeach any member of the Supreme Court, should they have evidence that a Judge is engaging in unlawful activities.

In all court cases, the accused will have to stand trial by jury of their peers. The punishment cannot be cruel and/or unusual.

The Supreme Court will only hear cases that pertain to the law of Troina, treaty agreements with foreign nations and ambassadors, disputes between two or more provinces, citizens of different provinces, land grants, and Troinans and citizens of a foreign nation.

Treason against Troina, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court. Parliament shall have power to declare the punishment of treason.

Article IV

The provinces of Troina shall be subject to federal law, yet they have the power to make their own laws, so long as they do not conflict with federal law.

Provinces have to respect the public acts, records, and court proceedings of other provinces, may not discriminate against citizens of a different province, and extradite criminals from one another. There shall be free movement of peoples to and from provinces.

Article V

All public officials must take an oath of allegiance to their respective province and to the nation and to take an oath to respect and carry out the Constitution of Troina and of their respective province.

This is the current Constitution of Troina.
