A 747 took off from Phnom Phen international Airport. On board was a team of Cambodia's best diplomats, in an attempt to kick start a relationship between the two nations.

We shall await their arrival at the Roman airport, in Rome.. We would like to make something very clear, however: Rome, at this time, has a very large chance of getting into a war. We will do everything we can to protect the diplomats, if it were to happen, but we cannot guarentee their survival.

The 747 touched down in Rome and the diplomats headed to the FDCR

Alessandro de Angelis was there to welcome the Cambodian diplomats out of the aircraft. "Welcome to Rome, diplomats! If you kindly follow me, the FDCR is only a few minutes walk from here, and we can begin our conference quickly." said de Angelis.

The Praetorian Guard took up position around the gruop, escorting them to the FDCR.

A few minutes later, upon entering the FDCR, the diplomat's eyes would be awed as massive marble pillars and floor designs covered the entrance hall. He pointed to an elaborate, massive, door made entirely of birch. As they entered the conference room, a long expansive table was in the center, with flowers and plants scattered here and there. The table itself was made of mahogany, with elaborate chairs all around. All in all, the FDCR could hold over One Hundred-Fifty people, total.

De Angelis flicked his wrist, and the Praetorian Guard filed outside, to protect the entrance. "Welome, Gentleman, to the Foreign Diplomatic Conference Room. Shall we begin?" He gestured towards the chairs, and took a seat across frmo the Cambodian diplomats.

The diplomats were shocked at the absolute beauty of the building. They headed in to the room. The Angkor Watt was impressive but this was something else. The diplomats sat down. "Yes. Our government has long be interested in doing business with the Italian peninsular. However we do not do deals with fascists. We were hoping to negoiate some sort of mutually beneficiary treaty".

"Mutually benefiary treaty?"

The Praetorian Guard took Archon Mykep straight to the Deputy Minister of Foreign Affairs, moreso in a nonguestly manner onsidering he attempted to sneak in. Nevertheless, he announed what he wanted in the presence of the Deputy Minister.

"Announing publicly is not something you want because then it will beome an arms race. Rather, wouldnt you both join a group bound together simply to destroy aggressors? Not just aggressors of each other, but the world. That gets rid of the problem in one shot."

Archon Mykep attempted to withdraw his arm from the Gaurdsmen's hold, but was unable. He looked at Alessandro de Angelis,

"A little help here?"

de Angelis looked a little stunned at the person who had attempted to enter. He had just moments ago got off the cell phone with the Emperor, before being about to resume talks with the Cambodians. "Un-hand him, immediately! Resume your posts outside, soldiers." The deputy waved them away, granting Archon Mykep entry into the conference hall.

"What you proposed is definitely something to think about, but that doesn't deter the immediate 'aggressor' from our northern border, or the supposed rush of enemies that will join in, if a war were to happen. I'm afraid you have intruded upon a diplomatic meeting with our Asian brethern, but, if what you had to say wasn't important, you wouldn't have flown here, right?

Very well. I suppose I should offer you a seat, pardon my manners."

He pulled out a chair for the archon, and sat down in his former-spot, waiting to hear what the Archon had to say; or the Cambodians, for that matter.

Mykep brushed himself off, looked around and smiled. His eyes then went to those of the Deputy Minister.

"You see. One treaty isnt going to solve your problem. You need something immediately. Honestly, this isnt something you can do all on your own. I stand for peace and justice. You can get those two confused. You see, peace is keeping as much as you can in peace. Justice is getting rid of something that disturbs peace. how do you merge those two together? You have the peaceful, lawful, nations hit the Aggressors. I have some of the most neutral nations by my side, facing off against some of the aggressive people in the world. When the world sees this stand off, who do you think they will come to the aid to?"

Mykep looks as if he puzzled his company,

"Where are my manners, I am Archon Mykep Jones of The Republic. Gaurdian of Peace...self proclaimed of course. "

He takes a cigar out, puts it in his mouth and reahes for his lighter. Then he looks at the Deputy Minister,

"Can I smoke in here?"

de Angelis paused for a second. "The diplomatic chambers are meant to accomodate our foreign guests. Here, an ashtray." He pulled one from one of the tables behind him, and slid it over to the archon.

"As for your other question, it would be nice for the world to come to our aid. However, we would like to preserve Roman honour. We will not be cowed by the Fascists and their allies, and we will not plead for our allies to do the workload for us. We will fight, if need be, with honor.

What sort of thing could possibly call the world to our aid?"

"No pen or paper required. We simply need your word that you will answer the call when war rises. Agree to these and you are pretty much in.

"The Global Peace Initiative Oath"

The duty and interest of the member states of the Global Peace Initiative (henceforth known as the GPI) require that the GPI in sincerity and good faith pursue impartial conduct toward all other nations, maintaining a strict stance of political and military neutrality until a certain nation provokes an unneccessary aggressive action on another.

Therefore we hereby declare that the GPI is legally bound to defend all nation, and must exhort and warn other nations to avoid any and all acts or proceedings which may in any manner contravene this agreement and thereby violate the neutrality of the GPI, causing swift action to be taken by its members through military, sanction, or other means.

A Hostile Action is defined as an actual attack, invasion, or endeavour to inflict harm upon a targeted nation, or its citizens, territories, or properties.

GPI members are forbidden to knowingly provide any aid to an Aggressor, fighting another nation.

No GPI nation will take part in any non-defensive military or spying action against any other nation.

"legitimate defense by military force"

- The reason for going to war needs to be just and cannot therefore be solely for recapturing things taken or punishing people who have done wrong

- While there may be rights and wrongs on all sides of a conflict, to override the presumption against the use of force, the injustice suffered by one party must significantly outweigh that suffered by the other

- Force may be used only in a truly just cause and solely for that purposecorrecting a suffered wrong is considered a right intention, while material gain or maintaining economies is not.

- Force may be used only after all peaceful and viable alternatives have been seriously tried and exhausted or are clearly not practical. It may be clear that the other side is using negotiations as a delaying tactic and will not make meaningful concessions.

- The anticipated benefits of waging a war must be proportionate to its expected evils or harms. This principle is also known as the principle of macro-proportionality, so as to distinguish it from the jus in bello principle of proportionality.

- The weapons used in war must discriminate between combatants and non-combatants. Civilians are never permissible targets of war, and every effort must be taken to avoid killing civilians. The deaths of civilians are justified only if they are unavoidable victims of a deliberate attack on a military target.

- The ultimate goal of a just war is to re-establish peace. More specifically, the peace established after the war must be preferable to the peace that would have prevailed if the war had not been fought.

The chief Khmer Diplomat Hun Leun spoke up. The Royal Court of the Khmer finds the GPI most acceptable. You have our governments word." Hun turned to de Angelis. "For this treaty we propose a mutually beneficiary economically, and if your government agrees to some extent militarily. We have common enemys in this world we have no reason to stand apart

"While we would agree to an economical treaty, a military treaty cannot be asked for at this time. If the Fascists to the north do indeed make war upon us, you will be dragged in against them, and then the Nords will be dragged in against you. I do not wish to see any nation crushed in that nature.

I hope you understand my concerns, Mr. Hun."

de Angelis took a deep breath, sighing, and leaned back in his chair. He called for a glass of Pinot Noir, sipping it quietly.

Hun lent forward I understand completely. An economic treaty it is. Free Trade, No tariffs and the like. Any objections?

"That sounds like an excellent proposition, Mr. Hun. If you could write up the treaty and send a copy of the draft to Rome, we'd be happy to review & sign it." said de Angelis. He shook hands with the Cambodian diplomats, before saying, "Urgent matters in Rome need my attention, gentlemen. I'm sorry for our abrupt departure, but it must be so. I do hope our friendship can continue to grow though.
