By the way, it is halal to join an alliance that is not purely Islamic. Forming close alliances with nonbelievers when one could form the same alliance with believers, the Koran tells us, is proof against one's own faith. However, in the absence of an alliance of believers you would not be in error were you to seek out the alliance of non-believers so long as they were righteous and just. Surely, Allah loves the doers of justice. Find a just and righteous alliance whose collective behavior is not hateful to the Ummah and then, after a time, you could form your own alliance if you so desire. Even then, your alliance will need to be friends with other alliances in order to establish security and prosperity or you will risk having the unclean plunder your nations.
