No offence for stepping in, but I had this same issue recently. Go to your war screen and delete the expired war you currently have with this nation and then you should be able to redeclare successfully.

Hi, I literally just cleared this very same event yesterday and today I get hit with it AGAIN. That'll be two months straight (save just yesterday) that I've had this exact same negative event. I would not mind so much if it were a different negative event, but it's the very same thing I just cleared. I imagine it's a bug because I can't believe the same event would repeat just 24 hours after it cleared. Well, I would not go so far as to call it 'lame' as it is a survival tactic and not really a war tactic. For those who find themselves on the bad side of the Orders and their allies (myself included) I can understand the tactic. The upside in attacking someone who goes turtle is that they don't make any ground attacks and as they are in anarchy and bill-lock they soon cannot buy aircraft or cms. So all an attacker does every day is do bombing runs and cm attacks to destroy infra. Myself, I also run spy attacks against their tech and their money. IMHO, let them turtle. It does half of my work for me.

Can you try it with Internet Explorer? I ask because a cm lauch runs a sound file and your Firefox might not like it too much. If you get the same error with IE then you might want to see if your sound drivers need to be updated. Where there is a war going on and lots of cms going back and forth I'm putting my four years of tech school on the line here to say that it probably isn't a bug with the game but more likely an issue either with your browser or your sound drivers (for either a sound card or integrated sound as is typical on a lot of Intel chip machines).
