Mindless Order of Ownage's Charter

Preamble:

We here at Moo promise to give fair tail, give anyone a chance to be part of the goverment, and do ordain and establish this Charter.

Article I: Membership

All applicants to MOO must fulfill the following requirements:

- Not be in a war in which he/she was the aggressor at the time of application.

- Fill out the appropriate application with the appropriate information in the appropriate section of the MOO Forums.

Article II: Government

Section 1:For a law or bill to pass it must first get 70% vote from the council and then it must get 70% approval from members.

Section 2:Any Official member may propose a bill. Said member must contact the Top Cow (Thund3rbird) and the top cow will get the council to vote on it. if the said bill gets 70% approval it will be posted in the voting booth for member voting

Section 3:The top cow has the power to veto a bill, but 80% council vot can veto the top cows veto.

Section 3:The council is made up of the Top Cow, the Vice Cow, and all Ministers.

Section 4:The following ministers are hereby regonized as official Ministers:

Top Cow

Vice Cow

Minister of Internal Affairs

Minister of External Affairs

Minister of Defence

Minister of Intelligence

Minister of Communication

Minister of Recruitment

Minister of Aid

Minister of Trade

Section 5: All ministers will serve a 4 month term.

The top cow and Vice cow hold there positions unless impeached by having 90% vote against them.

Article III: Rights and Powers of the People

Section 1: The people have the power to remove any Government official by a 85% majority vote of MOO members.

Section 2: The People have the right to speak freely without threat of punishment by the MOO unless they are using profanity and/or obscenities.

Section 3: The People have the right to vote freely without intimidation from other MOO Members.

Article IV: War

Section 1: Aggressive attacks made by MOO Members on other nations that are members of alliances are not permitted without permission from the Top Cow or Minister of Defence. Members who are found in breech of this section will face trail and possible Perma ZI

Section 2: Attacks against other unalligned nations is allowed however they must be 13 days inactive and if the ruler comes back you must pay FULL REPS.

Section 3: Declarations of war made by MOO on other alliances must be approved by the Council . Once war has been declared, members must follow orders given to them by the Minister of Defence.

Section 4: Nuclear weapons are allowed to be purchased and used ONLY for alliance defence. During times of declared war between MOO and other alliances, MOO will follow a strict Non-nuclear first strike policy. NO nuclear weapons are to ever be used unless approved by the Minister of Defence or unless the nation using the nuke has just been hit by one, in which case nuclear weapons may ONLY be used against the offending nation. Any member caught in breech of this section WILL be put on the PERMA ZI LIST and expelled.

Article V: Discipline of MOO Members

Any MOO Member found in breech of this charter, it’s amendments, and legislation passed by the council may be punished in any of the following ways: Removal from a government office, barring from becoming a government official, payment in CN money, tech, or soldiers to MOO or other nation or organization, suspension from the forums, expulsion from the alliance, and PERMA ZI. Serious offenses may warrant banning from the forums, and contacting of CN Game Mods.

Article VI: Amendments

We, the founders of the MOO, realize that this charter is not perfect and we leave to the members of MOO the ability to amend this charter by a 75% majority vote of the entire MOO Allaince.

Closing:

The founders of MOO hereby enact this charter by signing it.
