Minor bug: > instead of >= for Wonder prerequisites?

Hi,

After getting to 11000 infrastructure, saving up 100million and already having a hospital and national research lab, I headed off to the Wonder Development Mart for some Universal Health Care.

Sadly, despite having the prerequisites, none were on offer.

After double checking my prerequisites were in order, my programmer brain kicked in, and I went and bought 1 more infrastructure point, bringing my total to 11001. Lo and behold I was ushered into the UHC showroom to pick out my nice shiny health care package.

Not, obviously, a huge bug but caused a little confusion and probably easily fixed by the judicious addition of a '='.

Not a bug, rounding issue.

On your nation bio, you have 11,001 Infra, but if you check your chart, you now have 11,000.999.

So, prior to buying the 1 infra, you had 10999.999, and thus not enough to buy the 11,000 infra wonder.
