Larger, Older nations will "buy" tech from the younger, smaller ones because it costs more money for the larger nations to buy it themselves. It's a win-win scenario because the buyer gets cheap tech and the seller gets the leftover money. Instead of trying to buy 4 tech, you should be selling.
