I don't think you understand how tech deals work. Larger, Older nations will "buy" tech from the younger, smaller ones because it costs more money for the larger nations to buy it themselves. It's a win-win scenario because the buyer gets cheap tech and the seller gets the leftover money. Instead of trying to buy 4 tech, you should be selling.
