Can one jump from peace mode to war mode to collect foreign aid and then back into peace mode immediately afterward? Or is there a certain time limit before one can switch back to the other mode? As has been noted above, you have to have collected taxes on the day you seek to exit peace mode. Once out, you have to wait five days to re-enter peace mode.
