It gives you a good income boost and the biggest population boost you can achieve through resources. By also obtaining construction, you get to maximize your air force. Citizens:+27.5% Infra Cost:-28% Infra Upkeep:-23% Happiness:+9.5 Land Cost:-15% Land Area:+8% Soldier Cost:-3 Soldier Count:+35% Soldier Upkeep:-.5 Environment: +1 lowers initial cost of aircraft -8%, lowers tank upkeep costs -5%, Increases number of citizens per mile before population unhappiness by 50, aircraft limit +10.
