michalthegreat Posted August 12, 2008 Report Share Posted August 12, 2008 im guessing it was implemented b/c there WAS a way to "cheat" the system. if u had 2 improv slots open, you couldve gotten 2 walls immediately. but this doesnt take into account the population decrease caused by the 1st wall. now, when u have 2 slots and get one wall, chances are that the population decreases and u cant get the other one Link to comment Share on other sites More sharing options...
