So, just after update on 5/19 I switched my government to Monarchy (at the time it was the best for collecting taxes), but the Anarchy Income Loss stayed with my nation until update on 5/20 almost 24 hours later. The Anarchy Income Loss should not affect any nation while that nation is not in anarchy, and should be removed as soon as the Government is switched, not when the next update rolls around.
