Come with partially finished circles or just a single resource pair. Come with a list of people who need to be in circles or come alone. You will be placed, in time. Every aqua alliance has people in this. The leaders of your alliance have probably already registered. Since its inception, 3 optimal Fast Food/Beer/Construction/+27.5% population circles have been activated. 7 or 8 More are in the pipeline, pending confirmation from all the people involved.
