This means you have 262-136 = 126 working population. You have so much soldiers compared to your population, they feel bad. The solution to your problem is simple. You should dismiss a few soldiers. Please log in at cn, and go to 'Military'. Go to 'soldiers'. please type a - before the amount of soldiers you want to dismiss. It would be good to follow this little unwritten rule. have about half as much soldiers as you have working population. in you case this would mean a dismiss of 73 soldiers. to do so type -73 soldiers in your 'buy military' box.
