For people who don't want uranium, it should be substituted with coal to get steel as the fourth bonus. Seven bonuses looks good, and I had it for a long time, but three is just more beneficial. I've just rolled a new nation 3 days ago so I don't have a harbour yet but I can have one built at any time. I'm back collecting (going inactive) until you need me to join in, then I'll flood my infrastructure and boost my pop +1000 for an instant harbour and collect.
