Count Rupert Posted February 20, 2008 Report Share Posted February 20, 2008 Two ways of improving your literacy rate. First, you can raise it through the purchase of tech. Most of your improvement in the literacy rate will come via this route. You'll need around 400 tech to get to 100% literacy. The second way is by the purchase of Schools and Universities.
