Do not take 5 million for 100 tech, there are plenty of nations with the cash to give you. I would recommend reaching out to an established alliance to get started on 6M/100 tech trades. A few that will most likely response fast would be Christian Coalition of Countries, Dark Templar, Freehold of the Wolves, and Doom Squad to name a few.
