With that the doctor called on his Lord Councilor who is in charge of war and defence to discuss with him on what to build to properly defend the great nation of Gallifrey.After long discussion they decided they need to build pilboxes barracks and more importantly guns on the eastern border to secure against naval ships and invasions.
