My infra, tech, and land were removed, but I gained money from his abandoned equipment and was told it was a victory. See attached jpeg of message. It just halves the damages of a normal full attack and drops cash. It is no glitch, just something a lot of people are unaware of or neglect to use because they can't afford to drop the cash. And to clarify, it's cash that determines the victor. The message the other nation received told him he was defeated despite doing the damage to tech, infrastructure and land but losing cash.
