From what Ive seen the losing side or side that shoots first are usually considered nuclear rogues.
Nuclear rogues are people who launch unsanctioned nukes. What he was trying to say is that they as an alliance would be using their nukes, which would likely be government approved and not rogue.

+5 happiness is the same effect I get from my 30million Stock Market (I'm pretty sure, unless there is something that effects happiness but not direct income), so I'd say it's pretty much worth it. My SM will take me not that many days to repay itself, so I'm sure that the LC swapping will provide just as good if not more of a benefit

BAPS is a reasonable superpower and was willing to listen to any reasonable proposals put forward by its enemies.
These were not forthcoming.
As such we have decided to punish Valhalla for its insolence and put forth these very favourable terms if they wish for the punishment to cease.
Many have already accepted and in the coming hours many more surely will do similar.

According to CNwiki GOONS was created a day after RIA, so I'm assuming if RIA is in the top 20 then GOONS would be too.
Or same day, CNwiki says RIA was 24th which is the same as GOONS.

From my search, there is no-one with such a wonder anyway, so the term is essentially "just get rid of Barracks, Guerilla Camps, Missile Defences and Satelites".
