If you're trade swapping, then circle #4 (which is sometimes used by swappers for collecting) probably wants wheat instead of uranium to boost pop and therefore collections.
Yes, wheat would be a better choice for collections. The reason I put uranium in there is that most people who use #4 are largeĀ® nations who normally want uranium available to be able to buy nukes.

Actually, when I started buying, I just bought tech in tens until it cost me over 300K for ten - at which point 3M/100T is cheaper. I think that happened around 220 or so, and I had MCs and universities.
That's another way of looking at it, however since you will then use up at least 30 days worth of slots to get the remaining tech to get to 300, it's worth it to just buy up to 300 as it'll cost you as much as doing it in tech deals, but saves you 30 days worth of slots to get more tech with.

Syz, about your suggestion for the new sanction system, what if an alliance was #1 in all 3 categories? Would they take all three sanction spaces, or just one? If only one, from which category?
NPO is #1 in all three categories, second only to None in member count. How would that work?

Since Score already includes membership numbers it doesn't seem fair to make membership numbers count twice to be able to get sanctioned (once in the score, and for the second time as a barrier)

Totally agree. Get rid of this artificial boundary. It's not like alliances with < 200 members are less of an alliance. If they manage to get bigger with < 200 members then an alliance with > 200 members the one with < 200 members is apparently doing something better, so should be rewarded for it.
