So you would be OK with a loose cannon such as Smallfrog in you alliance government? Don't blame his alliance for realizing that he was an out of control asshat.
Smallfrog was not "playing a heel" in any way, he was self-righteous, pompous and arrogant because thats who he is. I truly believe he was sitting at his computer fuming with anger at the people in that thread. He simply has a lack of emotional control. Lack of emotional control is what dooms alot of people in this game. It was completely bizarre for him to get that angry over something that had nothing to do with his alliance though.

True. Look at smallfrog as an example. Just because he spoke up against TPF he was immediately thrown out of PLUS and is now being attacked by them. Drake is completely right. PLUS did not want to be tagged as "bad" because smallfrog had the guts to speak up against The Big Bad and UA, so they threw him out.

The Balkonen Pact, a Protectorate AgreementPreamble & Definitions
The undersigned alliances come together in friendship with the Greenland Republic in order to pursue the common goals of security and prosperity.
Greenland Republic will be referred to as GR or the Protector Alliance.
Protected Alliances will be referred to as Protected Alliances.
Greenland Republic and the Protected Alliances will collectively be referred to as the signatories.
Article I - General Relations
Signatories agree to resolve any and all disputes in a private setting and in a respectful manner becoming of allies. By entering into this pact all signatories retain complete sovereignty.
Article II - Balkonen Offsite Forum and Signatory Representation
A central, password-protected forum will be created for all signatories to use. Two members per signatory will be designated as delegates and be granted posting privileges in the Delegates Only forum. Viewing permission will be granted to all members of signatory alliances. The GR Triumvirate and Ministers shall be the board administrators, along with the delegates chosen from each Protected Alliance. All discussions relevant to the Balkonen Pact and its members will take place on these boards.
Article III - Intelligence
All signatories agree to refrain from all manners of intelligence gathering against other signatories. Signatories will convene whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the signatories is threatened.
Article IV - Procedure
i. Voting
Each Protected Alliance will receive one vote (not one vote per delegate), which is separate and distinct from GR's approval vote.
ii. Additional Signatories
Additional signatories may be added to the Balkonen Pact with the approval of GR.
iii. Removal of Protected Alliances
A Protected Alliance may be removed with the approval of GR, or a unanimous vote by the other Protected Alliances in the event that they number more than two (including the impeached). Such a vote may last for a maximum of 72 hours.
Article V - Military and Diplomatic Provisions
i. An attack on a Protected Alliance is considered an attack on GR. An attack is defined as any conflict initiated by an outside alliance involving 10 or more members, or an explicit declaration of war in writing by an outside alliance against a Protected Alliance. GR will assist with conflicts against unaligned nations if asked.
ii. Protected Alliances will defend each other militarily when asked to by GR. They may decline, but doing so will result in their expulsion from the Balkonen Pact.
iii. In the event of an aggressive conflict by a Protected Alliance or GR, the other signatories are encouraged to pledge financial and military aid.
iv. In the event of a conflict involving GR and one or more Protected Alliances, the delegates will be in charge of coordinating military operations for their respective alliances, under the advisement of GR.
v. Unless special circumstances are recognized by GR, all Protected Alliances will organize their militaries into the following strength groups: (0-5,000 NS; 5,001-10,000 NS; 10,001-15,000 NS; 15,000-20,000 NS; 20,000+ NS) or whichever strength divisions GR is currently employing. This is to ensure that all signatories of the Balkonen Pact are able to act as one, cohesive fighting unit when necessary.
vi. Protected Alliances must notify GR of all foreign policy actions (OWF official statements, treaty signatures, and war declarations) a minimum of 48 hours before they take place.
Article VI - Non-military Assistance
GR will assist a Protected Alliance with any administrative tasks necessary for the success of that alliance if asked. This includes the sharing of ministry-related programs and strategy guides, so long as they are used by the Protected Alliance and not shared with any other outside entity. Distributing GR private material without permission will result in expulsion from the Balkonen Pact and additional diplomatic and possibly military consequences.
Article VII - Treaty Conflicts
Provisions i. and ii. of Article V are null and void when a signatory enters a conflict due to a MDP or MADP agreement. The purpose of this pact is for the protection of the Protected Alliances from immediate threats, not the defense of their allies by extension.
