    Today we gather together to announce the reincarnation of IREC as a TE alliance. The goal of IREC is to become the first big player in the TE Orange Sphere, and to bring back the competitive spirit of TE that once was.

     

    Preamble: We the nations of IREC, in order to form a more perfect and fun Planet Bob, establish justice, insure domestic and foreign tranquility, provide for the common defense, and promote the general welfare to ourselves and our allies, do hereby establish this charter for the International Rouge Extermination Coalition (IREC).

     

     

    Article I: Admissions

    All nations interested in joining IREC must meet the following criteria:
     

    1. The applicant must be in good standings with other alliances.
    2. The applicant must be on the orange team unless they are in a trade circle.
    3. The applicant must agree that all acts of war and war declarations (including spy attacks) must be authorized by IREC’s Minister of Defense, President, or Vice President, and as long as you are a member you will be required to honor all IREC policies.
    4. The applicant must answer any questions asked during the application process
       

    Article II: IREC Code of Conduct
     

    1. Members are expected to be respectful to each other and show honor, integrity, and respect to those outside of the alliance.
    2. Every member of IRCE is entitled to his/her opinion and may freely express it in alliance discussions.

    Article III: IREC Chain of Command
     

    1. President
    2. Vice President
    3. Ministers
    4. Deputies
    5. Directors 
    6. Staff
    7. Members

    Article IV: The Leadership
     

    1. The Leadership consists of the President, Vice President, and Ministers
    2. The Leadership makes up the ruling body of the alliance.
    3. The Vice President will temporarily become president in the event that the President steps down. Two weeks after the President steps down a vote will be held to elect the President of IREC. All members that would like to run must post an intent to run . The Leadership body with a majority vote must approve the candidate in order for them to run.
    4. The Leadership body will make options to resolve any major problem and all members will have the ability to vote on the issue. Poll times may be changed according to the severity of the issue.
    5. The signing of any treaty must be voted on by the membership after being approved by the Leadership body
    6. A charter amendment must be voted on by the membership after being approved by the Leadership body.
    7. In the event of an offensive war, the membership must vote on going to war after it is approved by the Leadership. The President must state the purpose for the war.
    8. The Leadership body has the ability to appoint advisers to advise them on specific matters.

    Article V: The Ministers
     

    1. The Minister positions are appointed by the President and Vice President. The membership must approve each appointment. The Ministers serve for life, until they step down, or are replaced by the President and Vice President.
    2. The Minister of Interior (MoI) is in charge of all inter-alliance matters, including admissions and recruitment.
    3. The Minister of Defense (MoD) is in charge of all military matters in the alliance.
    4. The Minister of Foreign Affairs (MoFA) is in charge of all foreign matters in the alliance.
    5. The Minister of Finance (MoF) is in charge of all financial matters in the alliance.
    6. All Ministers may appoint deputies to assist them with their duties.
    7. All ministers have the right to preside over their respected field with guidance from the President and Vice President. Ministers can do whatever they deem fit to enhance efficiency in their field.

    Article VI: Policies and Procedures
     

    1. Leadership Votes - All votes require a 2/3 in favor to be considered an option.
    2. Membership Votes - All membership votes require a 50 + 1 in favor to pass. If after voting there isn't an option that received 50% + 1 votes the top two options will be voted on again and will require 50% + 1 to pass.
    3. Censure - Though IREC recognizes the rights of any member to speak their minds, under extenuating circumstances a member may be censured by the President or Vice President if he/she acts in a way detrimental to the alliance. The duration of the censure will be determined by the Leadership body.
    4. Expulsion - If a member consistently acts in a way that is detrimental to the alliance, the Leadership body may pass a vote to expel a member from the alliance. Once the said nation is expelled, all ties to that nation will be cut, and the nation is free to join any alliance it so chooses. However, IREC reserves the right to warn whatever alliance they chose to join of the crimes committed by the expelled party.
    5. Leaving IREC - Any member is free to leave IREC whenever they so choose with no animosity or ill will whatsoever. In the event a member wishes to leave IREC, she/he is to post a resignation form with a reason of why they are leaving. If the member owes IREC money or technology, the member is expected to pay IREC the money/technology back in a timely fashion.
    6. Member Representation - IREC recognizes its commitment to fulfill its obligation of creating the best environment for its members. If any member is unhappy or discontent with the direction of IREC they are free to express their views in our member petition thread. IREC will be run by the will of its members.
    7. Tech Raiding - IREC allows Tech Raiding under the following criteria:
    • The target is either unaligned or in an alliance consisting of fewer than 5 nations.
    • The raiding party gets approval from one of the following: President, Vice President, or Minister of Defense.
    • Raid declarations must contain the official reason of: "Raid - PM for Peace"
    • The raiding party ceases all attacks when asked to do so by the target.
    • The raiding party acknowledges all risks associated with raiding and accepts sole responsibility.
