  1. Emergency Tunnel System

    In the event of an all out invasion against Zulia, the government estimates that a larger force of fighters would only take 48 hours to overcome the military in conventional warfare. The Zulian Army has developed a plan for a system of tunnels to be bult, one main system connecting to larger areas like the Capital building and military bases and a system of smaller stand alone tunnel systems in remote locations. This array of tunnels is expected to be complete by the end of the year, and able to sustain long term guerilla warfare a few months after. These tunnel systems will be strictly military in use and are not intended to house civilian population. On top of the order, the government has begun training the armed forces on guerilla tactics such as land navigation in thick forrests and the making of crude traps and snares for the enemy. Aditionally the government has developed a system of explosives that are to be built throughout the country on bridges and roads to slow enemy troops in the event of total war. These plans, say military officials, should significantly increase the time period the Army would have to work with in the case of an invasion.

    Zulia Army Graduations

     

     Today Zulia celebrates its first day of graduations from basic training and officers school. These men and women volunteered for military service to protect their homeland and through their hard work they are officially men and women of the Zulian Armed Forces. The graduation of 2,000 active units was a proud moment for the people of Zulia as it was their first sign of nationalism. President Ramirez commented on the graduation saying that "This day will forever be remembered as a day where Freedom not only rang throughout Venezuela, but now this freedom is defended. I thank our friends in Argentina for their support in training our men and women in the armed forces without which we would have no real combat experienced training." the 2,000 soldiers later marched in a parade in Zulia with the president up front. The government announced that it will be focusing more intently on artillery and anti ballistic defense to compliment the army in defending the homeland against aggressive states. Production of a standing ground defense to compliment the army is underway.

    <President_Otero> I'd have to speak with an associate of mine to get the full details, but I believe at this point it's mainly food and medical supplies. More hazardous cargo has already been moved.
    <Juagari> Good, speaking on an official level, as the Presidente of Chile, I will inform you now that Chile intends to begin blocking shipments into Peru due to the fighting. All shipments must submit to inspection. Will Argentina assist Chile with conducting these inspections?
    <President_Otero> Of course. The stability of South America is the joint responsibility of all South American nations. Argentina will do its part, and more if asked.
    <Juagari> Indeed, I'm sure we can organize some sort of satisfactory workload that doesn't tire either nation. Perhaps Chile can take the early morning shift to early afternoon, Argentina from afternoon to night, and others in the wee hours of the morning.
    <Juagari> As for the equipment to Ramirez, expect it to be delivered within the week. 
    <President_Otero> Sounds like a good plan. I certainly can't think of anything else to discuss on the issue, it seems settled.
    <Juagari> Yes, another small matter, does Argentina ever plan on creating a navy?
    <President_Otero> When we have the infrastructure to support it, yes. Plans are already in motion to reach that goal.
    <Juagari> Oh excellent, perhaps then you'd like access to the CNS Captain Longmember on an ongoing basis as a training platform that is stationed in your waters as an intergral part of the Argentinian Defense plans?

    <Juagari> Good good, now before we get too excited, I must request that all members of your military who are stationed aboard any of the three ships go through security clearance checks in both Argentina and Chile.
    <President_Otero> Well of course, only the finest patriots will get a chance to serve such a honorable joint assignment. We can't just let anybody on such a valuable symbol of friendship.
    <Juagari> Good, and this will give you an opportunity to prepare for the creation of your navy, which we see as a valuable long term partner in securing the security of Southern South America.

    <Juagari> Excellent, perhaps I should drop in for a diplomatic visit one of these days or perhaps the two of us could do a joint one abroad? I spoke with the South Africans, Paton seemed quite [leased with his visit to Argentina.
    <President_Otero> Paton is a good man, I'd be open for a conference involving the three of us. A nice alliance within the Southern Hemisphere.

  5. Gonzalez became even more disappointing with his counterparts lack of willingness to budge on Falcon. "Well sir, unfortunately it seems this was a waste of both of our time. I had really hoped you would see it our way, but we are not budging on Falcon. I really hope that you will reconsider, but at this point I have other things I need to attend to. Good day sir." with that he got up, extended a professional handshake and went on his business.

    The workers of Zulia and Merida celebrate today as a historic deal with Chile to begin drilling oil and taking advantage of the current platforms already built in the bay of Zulia and around Merida. This deal is not only financially sound for both Chile and Zulia, but it will bring jobs to the nation and help in driving the economy. In addition, a Zulian embassy will be built in the capital of Chile, and a Chilean one in the capital of Zulia to further relations between the two nations. President Ramirez signed the documentation early this morning and people are already being put to work to fulfill the contract.

  7. After hearing the diplomat question the leadership of Zulia in the matter of its ability to hold Falcon Gonzalez was slightly offended. He did not let this show but in the back of his head he was starting to think that the Bolivarians looked down on Zulia. “I can personally guarantee you, Mr. Ambassador, that the Zulian government is more than able to maintain a content population within many regions. Our claim on the area is not out of thin air, our intentions to hold elections in the Falcon region were made obvious from the start.  The elections take a year to make sure the people’s decisions are clear. What concerns us is that your expansion happened so fast in a region showing support for our people already, in an almost fabricated way. Our government sees your expansion into the region of Falcon as suspicious but the region of Falcon is outright disputed. We are willing to discuss how it could be settled but currently I do not see us budging on the region.”

  8. Despite the differences that have caused the Bolivarian diplomat to visit today Gonzalez made it very clear that he was to be treated with all of the diplomatic kindnness of any other nation. Upon hearing that Herrera had touched down in the Zulina International Airport Gonzalez would be waiting outside of the capital building ready to greet the man. It was a sunny day with a nice breeze from the ocean keeping the aid cool and clean. Not being heavily industrialized recently Zulia enjoyed relatively clean air, something its people were proud of. As soon as the Bolivarian diplomat stepped out of his van he was met by Gonzalez with his hand extended "Welcome to my country sir, I hope that your time here is put to good use for the both of us." Herrera would see an armed detail outside of the capital building in classical blue and white attire with an AK-47 in one hand and not an expression on their faces. The Zulian blue cross flag draped over the entrance and a red carpet layed out. The only official military detail in the nation of Zulia at the time was especially dressed for the visitors to give credit to the nations control that was recently gained. They would walk through the brand new building into the meeting hall, a table with a bottle of scotch and a few tumblers prepared for the diplomat and two chairs. Neither Zulian nor Bolivarian armed guard would be allowed into the room, where it was just the diplomats and their aids. The guards would be ordered to wait outside, not a common practice per say, but Gonzalez did not particularly trust the Bolivarians just yet. "I am glad we could sit down and have a civilized talk outside of the heated words to the public. Now then, to get down to business, Zulia has claimed Falcon as an area of interest, and indeed was in the process of claiming the area for its self. The only thing we lacked was elections due to the need to get or own house in order. We dispute your claim to the area simply because we see no proof of elections being held at all. I am sure you have your own claim so I will let you speak before we begin." He took the bottle of scotch and filled his tumbler, offered some over to the Bolivarian diplomat, and leaned back.

    It has come to my attention that we are in dire need of some private diplomatic talks. I would like to invite you to our capital in Zulia to discuss our current situation and where we will move on from there. Your travel and logging will be paid for by the government bank. Should you decide to come you will be met by me in the capital building to begin our discussions. I look forward yo your reply, and hopefully our meeting.

    The ministry of defense has set the national readiness level to DEFCON 4 in response to local tension. Construction of a border wall around Merida and Zulia has begun to ensure national security and to prevent border violations or false territorial claims

     

    Public:

    Ruiz in response to questions about the new border security: "The Zulian government finds it in the interests of the nation to secure its border against violations or false territorial claims. The government wants to make it clear that the area of Falcon is a disputed area and we will hope to work it out with our neighbors in a diplomatic way. We do not expect the need for military but we do not recognize the Bolivarian claim of the area of Falcon due to revent investigations into the supposed democratic process. We invite our neighbors to a meeting in Zulia to discuss where we move from here."

    Reporter: "What of the rumors of the ideological difference playing into this, specifically the Bolivarian policies of our neighbors."

    Ruiz: "Those rumors are just that, rumors, while our governments have our political differences we are not interested in such matters playing into the safety of our population until these things become a threat."

     

     

    Earlier that day in the capital building (secured cabinet meeting):

     

    Ruiz: "I think we need to discuss our most recent Bolivarian neighbors. More specifically their claim of the area of Falcon, an area that has just begun elections."

    Pres. Ramirez: "Currently publically we have a policy of indifference, privately is another matter. I dispute their claim of Falcon, an area that has shown recent support for our government."

    SoIA Ramirez: "It concerns me that they would claim all of Venezuela in support of their nation when our own findings tell a different story."

    Gonzalez: "I will be the person to say, as Foreign Minister, the thing that concerns me most is the fact that this government claims to be Bolivarian. Venezuela did not do well under Bolivarianism in the past. It concerns me that it is so close to our border, and in fact already claiming areas in our favor."

    Ruiz: "To be blunt Mr. President we need to make it clear that we are disputing the Bolivarian claim of Falcon, and we need to secure our current political claims as much as we can afford. I am talking about border security and walls to prevent more claims from our new neighbor."

    Pres. Ramirez: "I agree with you, I don't want to see Bolivarianism spread into our country, that won't end well for anybody. We need to make sure the world knows we are not anti socialist, as we have a socialist party our selves. I think you should take the lead on announcing it Ruiz being a representative of the Zulian Socialist party it would be good for you to be the face of it. Gonzalez I want you to be in charge of the press conference and direct any questions about our stance on the Bolivarian aspect of it to Ruiz. Ramirez I want you to be in charge of the logistics of constucting the wall. Speak with out Argentinian friends and see if they will be of any help in constructing it. I think this concludes the meeting, good luck gentlemen."

    The nation is in celebration of its first trade partners the Democratic Ubersteinian Republic of Argentina. The government has announced today that in cooperation with the Argentinians and the help of their military the first Democratic Defense Force will be developed as the standing army of our union. Along with the new military cooperation between our great states an exchange of embassies will take place to make communication and travel more easy for both of our nations. 
     
     
    Dialogue:

    <PresidentRamirez> Thank you Mr. Otero for visiting our nation and for your recognition. Your nation is a nation truly for the people.
    <Bautista_Otero> It is my pleasure. I'm glad to see that another region in South America has decided to push for native self-determination.
    <PresidentRamirez> It is indeed good to see more native nations on this beautiful continent than colonies. Now to get down to why I have invited you here. As you may know any good nation is as good as its people. As such it becomes very important to defend those people to the best of our abilities. 
    <PresidentRamirez> Being such a small nation we don't have much going for us financially or militarily. I have invited you here to humbly request assistance in the training of our national defense forces. This would be mutually beneficial for the both of us, having a nation on the continent that is weak may make the whole continent vulnerable to colonists.
    <Bautista_Otero> I'm glad to hear that you understand the realities of the situation. Imperialist aggression is something that can strike swiftly and without warning. As for military aid, it would certainly be prudent to move forces up here and help your military get on its feet. We're actually something along those same lines in Uruguay.
    <Bautista_Otero> But, what degree of aid are you looking for? Training? Actual emplacement of Argentinian forces?
    <PresidentRamirez> Well mainly the training of my forces and assistance in developing some sort of military infrastructure and logic. Of course I am not asking for free things, so I would be more than willing to allow Argenterian forces to be placed in my nation. 
    <PresidentRamirez> As another benefit to this for our mutual gain I would be interested in opening trade between our two nations. If anybody would be our first official trade partners, I think it would be more than appropriate that it be your nation.
    <Bautista_Otero> Oh, don't worry about cost, Mr. Ramirez, the aid which Argentina gives to its friends is an investment. The establishment of a friendship. Besides, I'm sure that a division of the A.L.S.G. would enjoy training duties near the lovely shores of Venezuela.
    <Bautista_Otero> As for trade? Argentina is always open to new business partners, especially within South America.
    <PresidentRamirez> Well I can say that my people are certainly appreciative of all of the help you have given thus far. Our ports were one of the first things secured during the go for independence so trade should come easy. As far as building materials and loging for your men that will be supplied as well. Military commanders will be given top noch treatment. 
    <PresidentRamirez> I do have one more thing I would like to offer, an embassy in your capital and yours in mine to maintain communications and for civilian travel.
    <Bautista_Otero> Mutual embassies is certainly something that will happen. So, military aid, economic investment and trade, and embassies. Anything else you can think of? I believe we have a good deal here.
    <PresidentRamirez> I am more than happy with what we have already acomplished today. Do you have any requests or inquiry for my nation?
    <Bautista_Otero> None that I can think of. I will have my staff write up an appropriate contract and have it sent to your office as soon as possible.

    "Life, Liberty, and the pursuit of happiness"

     

    The National Service is a state run organization in charge of foreign and domestic issues and the military. The head of the service is the president, in charge of all major decisions. The National Service answers to congress and the Supreme Law. The National Service also releases official news from the government and is in charge of internal communication of movements and lawmaking.

    The elections began in Zulia and Merida to decide who would be the leader of their new found union. The two states under protection have decided to unite under one banner. Though much of the population already agreed on how they wanted their government to be run a vote was still held to be fair to all parties. An age was dawning for the two states, and united, they knew they would stay strong.


    The campaigns:


    The people of Zulia and Merida were set in their decision to hold votes and declare independence from their protectors in a peaceful way. Many parties rose from the people some strong and some weak. It was decided the elections would take place after a year, the people had until then to make their decision. Of the major parties there were the "Peoples Revolutionary Party", "Democratic Union Party", "Capitalist Party", and "Socialist Party" among the secondary parties there were the "Anarchist Party", "Monarch Party", "Purist Party", and "Rationalist Party". After a long fought campaign many parties with similar ideals degraded and merged into a few super parties the "Socialist Peoples Party" and their leader Michael Ruiz (a combination of the Socialist and Peoples Revolutionary parties) and the "Freedom Party" with their leader Isaac Ramirez (a combination of the Democratic Union and Capitalist Parties) with the others losing support until they could not sustain the means to rally support.


    The election Results were in and the party to rule Zulia and Merida was decided, with the leader Isaac Ramirez the Freedom Party was selected to write the constitution and laws of the nation. The government was set but until a constitution and basic laws were written up the people would not formally request independence from their protectors. A long and tedious process of votes, tallys and arguments began and lasted for about 6 months.


    The new government of Zulia and Merida announced:


    It was settled and the constitution was announced to the people for their approval. President Ramirez personally announced and read the constitution to the people with the supreme law.


     

     

    Preamble:

    This constitution, written by the people and for the people shall be the supreme law of the republic and will represent the wills and freedoms of its populace.


     

     


     

    The Peoples Rights:


     

    I: The Congress shall not create any laws respecting any religious or political institution or prohibiting the practice thereof or abridging the freedom of speech, or of the press; or the right of the people to assemble, and to petition the Government for a redress of grievances.


     

     


     

    II: In the interest of protecting the Peoples Rights, it is necessary for a the population to have the right to bear arms specifically in the case of a tyrannical government and home defense. This shall not be infringed (seriously…don’t)


     

    III: The government shall not conduct unreasonable searches or seizures of property without a warrant from the local government.


     

    IV:  No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation. Cruel and unusual punishment shall be forbidden in any foreign or domestic case.


     

    V: The powers not given to the federal government by the people are reserved for the local states and counties respectively.


     

    VI: Any change in the Peoples Rights may only occur with two thirds approval in the Congress and the Peoples Judges.

     

    A formal letter was sent to the protector od the two states in hopes of approval eventhough the people had already made up their minds:

     

    I want to begin by saying thank you for your time protecting our nation, our people celebrate your kindness. However recently as you probably know elections have been held in the states of Merida and Zulia and a government selected to rule. While the movement is small we ask for your recognition as an independent nation in hopes that we may have a long relationship in peace. May your land prospere in peace. -President Ramirez

     

     

     

    The constitution and unification was made public to the world so that all may know and recognize the great Republic of Zulia.
