The Blue Mountain Devils Charter Preamble We, the members of The Blue Mountain Devils, forming a community of fiends who serve to better ourselves and our comrades; consciously upholding the values of freedom; seeking peace and prosperity while providing for the defense of our community; and standing together as one, today and forevermore; do hereby ratify this the Charter of The Blue Mountain Devils as our Supreme Law and Code; swearing our loyalty to this Order. Section I: Government Structure The Blue Mountain Devils government shall consist of the Commanding Devil,Demon Council, as described herein. Article I: The Commanding Devil The Commanding Devil shall act as the head of state and head of government. The Commanding Devil is the face of the Order and law of the Order, the symbol of its unity, and the guarantee of its sovereignty and independence. The Commanding Devil serves until deletion, resignation, or dismissal. The Commanding Devil holds absolute authority in the Blue Mountain Devils, subject to the legislation contained within this Charter. The Commanding Devil’s approval must be sought before any motion or proposal becomes law. Dismissal of the Commanding Devil can only be carried out with the support of a member of the Demon Council, and a minimum of two-thirds of the membership who vote in approval for such a dismissal over a 72 hour time period. During such a period the Commanding Devil's powers will be devolved to the Demon Council. If there is no Commanding Devil, an Commanding Devil shall be elected by popular vote over 72 hours from members of the Council who wish to stand, in a vote administered by the Council or their representatives. Article II: The Demon Council The Demon Council shall consist of the Internal Commander and External Commander, who will act as the guardians of the Order to all domestic and foreign threats. They serve The Blue Mountain Devils and her members, and report only to the Commanding Devil. In the absence of the Commanding Devil, the Demon Council shall act as head of state and head of government until the return of the Commanding Devil. The Demon Council shall be appointed by the Commanding Devil. Dismissal of a member of the Demon council can only be carried out by the order of the Commanding Devil or 2/3 popular vote for removal. External Commander The External Commander shall act as a deputy and adviser to the Commanding Devil, serving as an overseer to the security and laws of the Blue Mountain Devils and holds executive power over the foreign policies of the Blue Mountain Devils. The External Commander shall serve until death, resignation or dismissal by the Commanding Devil. Internal Commander The Internal Commander shall act as a deputy and adviser to the Commanding Devil, serving as an overseer to the financial and internal well being of the Blue Mountain Devils and holds executive power over the internal policies of the Blue Mountain Devils. The Internal Commander shall serve until death, resignation or dismissal by the Commanding Devil. Section II: Defense and War Article I All Offensive Military Action by members, lacking authority and approval to do, (Declaration of War or the use of Spy Operations) is prohibited unless permission is granted by the head of Defense, the Demon Council or Commanding Devill. This does not include Global War or Alliance war, addressed below. Article II A declaration of wars and activation of treaty responsibilities shall require the assent of the Commanding Devil along with the Demon Council. Section III: Amendments Article I Any member of the Blue Mountain Devils may suggest amendment of this Charter to the Blue Mountain Devils Government; however, only a member of the Council or the Commanding Devil may propose an amendment as a formal proposal. The proposal will be put to a referendum and final vote of the alliance membership, to be held for a minimum of 72 hours administered by the Council or their representatives.
