  2. President Winner, I already understand the nature of the situation in Xenios, and am currently attempting to have Black Team sanctions levied agains this nation, with no success as of today. However, I assure you that I will continue to oppose the unjust words and actions of the Xenioshian government in whatever way possible.

President Winner, I am afraid that I cannot accept your generous offer, as certain legal restrictions that I have agreed to after applying for Padiw's membership in the United Coalition of Nations prevent the State of Padiw from using violent forms of coercion against foreign nations, no matter how atrocious their acts are. The Congressman denied claims stating that his proposal was related to the fact that Padiw's official religion was technically Judaism, and has stated that "we try to minimize the relationship between church and state as much as possible...these sanctions were intended to protest persecution, not to express biased opinions".[/B]
  11. I am sorry sir, but the National Congress will not budge, and for good reason. Padiw's Congressmen and Congresswomen are afraid of losing the next congressional elections if they vote to rebuild the labor camps. Besides, I think that schools can also help the growth of a nation. Education is important, too.

I understand that Winner12345's authorities are obliged to conduct official investigations into crimes no matter what, however, the thing is, that I was not making any request to terminate the murder investigation, explicit or implicit. By the way, if the gangsters and terrorists that were arrested were cleared for murder, then were they at least charged for having a connection to other crimes that their group may have conducted? Also, I'd like to know if any of Padiw's diplomats were hurt during the trip.

  15. I personally believe that the murder of Winner12345's Chancellor of the Senate was carried out by either a political opponent or a terrorist. Additionally, I can assure you and your people that the State of Padiw is not sponsoring illegal activities in Winner12345-or, for that matter, any other country. I feel saddened by the killing of Firtuyiop Gityuiopliopyterwe, and hope that the Winner authorities will be able to arrest the culprit behind this horrific crime soon. By the way, despite your warning, the proposal to remove visa restrictions on Winner citizens nearly got passed. I managed to stop the Congressman's proposal with my congressional vote, so you don't have to worry about criminals swarming into Padiw. Not yet, at least.
  16. I still do not support terrorism, even if the perpetrators claim that they are not targeting Padiwan citizens. I praise the Winner authorities for their hard work put into arresting the two senior members from El Vipre, but plead with them to treat them humanely. Aside from that, a Congressman from the Xibe City Province is trying to get visa restrictions against Winner citizens repealed by the Padiwan National Congress. Does the government have any comment that they may want to say for that?

The Padiwan National Congress has also voted to not only resume the Padiwan education program, but to also expand it-four schools and the country's first university were built today at the cost of €520,000. Additionally, the Padiwan government would like to announce that recent treaty negotiations between the State of Padiw and Winner12345 have ended in success, with both parties agreeing to sign the treaty. This recent event further improved relations between Padiw and the nation of Winner12345 after both countries sent diplomatic missions to the other nation.[/b]

Unfortunately, I cannot officially support nuclear WMDs (weapons of mass destruction) right now, as there would be no point to that, since it would take months for my country to save enough money to fund an arms project, and because it could lead to me losing Padiw's next presidential elections. I hope that you will understand my current situation. About 62% of the Padiwan National Congress has voted to sign this treaty, thus this treaty should be considered to be in full effect. *** 1.Both nations shall at the end of each Month give 43% (Forty three percent) of there Remaining surplus to the other nation(SATURDAY IS THE END OF THE WEEK) 2.Both nations shall send 1500(one hundred) troops a month (If Possible,if the nations total amount of soldiers is equal to or less then 1500 45% of troops shall be sent to the other nation.) to the opposite nation. They may be sent in any way whether it be tanks, soldiers or different. Each nation will be limited to sending 50000(Fifety thousand) over time. 3.Neither nation shall attack each other or anyone in the opposites alliance. 4.Both nations shall never declare peace mode at anytime unless both nations agree there is a large and imminent threat. 5.If a nation is preemptively struck, the other nation shall defend the attacked and attack the attackers if possible. 6.Foriegn Aid shall be provided every month. For example one month I give you the foriegn aid and then the next month you give me foriegn aid. The Foriegn Aid Shall be negotiated every month. 7.Our nations may only possess Nuclear Arms if there is imminent danger. Half of all Nuclear Weapons purchased must be given to the other nation. 8.If either of the Signing nations are found in violation of this treaty there will be set punishments. 1 Violation:Takeaway of 250 Troops 2 Violations:Takeaway of 5000 Troops or stopping foriegn aid 3 Violations:The Treaty is Temporarlly Voided and the two nations may begin a new treaty 1 Month after this treaty is voided. 9.Neither Nation shall conduct Espionage,Act of Wars(AoW) as defined by Espionage, Military attack involving soldiers. If in the event either Nation believes that the other nation has violated the treaty, they are allowed to launch a investigation. If the Accuser believes that the Crimes are Punishable, they can A.Punish them by Section 8 b.Find an Outside Source to put him on Trial or c.Have no punishment 10.This treaty shall expire on January 1,2013 or when a nation recieves three violations. After a short period of time where there was a widespread unemployment issue among the immigrants, the Padiwan National Congress approved of the construction of five labor camps in which people will work to service Padiw's bridge, roads, and train lines at the minimum wage. Although the building of the labor camps have caused approval ratings of the government to drop, President Bill Joeson has stated that "this is all for the greater good-and besides, we're creating employment and decreasing our nation's bills at the same time! Some were not swayed by the President's argument-demonstrations against the camps continued for hours throughout the country after Bill Joeson's speech defending the labor camps.[/b]
  21. I, the President of Padiw, condemn El Vipre's terrorist attacks, and hope that the Winner aithorities will be able to end their fight against organized crime as peacefully as possible. I also personally thank the President of Winner12345 for his efforts to protect the Padiwan embassy, and promise that I will ensure that Winner diplomatic premises in my nation will enjoy the same protection. As for Firtuyiop Gityuiopliopyterwe's comment about something being strange in Padiw, it must be the fact that an alarming number of people are demanding that I become their dictator (and fewer and fewer of my compatriots are expressing sensible opinions), though you need not fear, for I will never give in to their demands.

People usually like it when their nation is democratic (except for my people, who are currently demanding that I make Padiw a dictatorship). I hope that you will win the Winner presidential elections. Oh, and also, I'd like to inform you that the demonstrations have quieted down for now. I guess the opposition finally accepted my argument. And yes, I will try to keep Padiw's newsletter from reporting on our treaty talks...until we're done. Alright?
  23. Alright, I changed my office's view on nuclear energy to a less radical position. By the way, I also agree that the two clauses that you added to the treaty were fair. It's good that you added them. Not like our nations would ever be enemies or anything, but you always need to close any possible loopholes, right? I'm now ready to send this treaty to the National Congress.
  24. Would mind having that 45% changed to 43 or 42%? I'd be willing to increase troop shipments by over 1500 if you agree to that. If 43% is not possible, then how about 43.5%? My nation is a bit, shall we say, cash-strapped at the moment. And yes, the conditions that you marked with an asterisk have been agreed on.
  25. Can we reduce the percentage of assets to be sent to, say, 38%? And also, how about having all the assets and soldiers to be shipped out every month instead of every week? It'll be more efficient! If Winner12345 is attacked, then I will propose sanctions against the belligerents and send foreign aid (if the National Congress doesn't approve of that, then I'll send my [i]own[/i] money), but certain restrictions imposed by the United Coalition of Nations might-just might-prevent me from ordering a military intervention. Just take note of that, okay?
