It's hilarious that you say the GPA has no diplomatic power. Incorrect, but hilarious. I generally agree with your points on hegemony though.
They are neutral, that makes them irrelevant in terms of power and influence. We all know they will never do anything.

This is a bit wrong. Pump invited the ADN over to join the NPO, and they stated they would never join the NPO in any game. The reason the NPO has the room #nsa was because it stood for Nation States Alliance.
There were a LOT more NSers in the ODN. Ironically, ODN had most of the invaders as well.
Bah, there was no need for them to take differences from another game and manifest themselves using those differences in this game.
