I found a random nation and looked up aid to send aid and it looked functional. I think the nations I was dealing with had no idea how many slots they had or something. Thanks everyone!

The nations I talked to have messaged me saying they had open slots. All of mine are open.

Every nation I try to buy tech from says "That nation has too many active foreign aid agreements at this time. Please wait until these agreements expire before attempting to send aid" and doesn't even show a send aid button. The nations sought me out and said they had a free spot so I don't know what the problem is.
