The sanction line is always 0.01 point above the 12th alliance. There is no need for a formula. And the 12th alliance never falls below that sanction line its applyed for those in 13th and 14th. United Nations are being chased by LE I don't wanna lose my alliance sanction. I've worked too hard to it to be lost to an alliance building its score up by nukes.

You got the sanction line wrong. Its always 0.01 point above the 12th sanction alliance.
