  2. I wrote the constitution for my nation long before I started roleplaying as it. I wrote it so that when I participated in future RPs, I already had everything I needed for a nation written out. Before CN, I roleplayed a lot on off-site forums. "GovRP" being one of them that I went to over and over, I even played in Kasier Martens's RP site back in 2006 as my first-ever.
    I decided to get involved in CN's RP scene when I joined in August. On the CN Wiki you'll see I made my nation in accordance with the constitution I wrote for the Democratic Republic of the Pacific. In-game the name was too long, so I shortened to the Pacifican Republic. I had originally intended the RP to be based around the Seattle, Washington area (as you'll notice with my articles on the CN Wiki). Unfortunately Tahoe owned the Pacific Northwest and I was denied recognition by Tahoe to take Seattle, citing that his people were "too conservative". Fair enough, it [i]is[/i] an RP after all.
    I came back in December, looking to grab some land and play.

    USSURIYSK, PACIFICA - On 14 February 1973, the Constitution of the Democratic Republic of the Pacific was ratified by the Pacifican Deliberative Assembly of the then-Republic of the Pacific. President Mikhail Zakharov, always an advocate for democracy and liberty, poured days and weeks into this venture; overseeing and directing the three constitutional committees of the time, the late president forged a nation of freedom and a beacon of democracy. On Saturday, all government offices closed in celebrations of Constitution Day. Mass parades, parties, banquets, and rallies accompanied the official programs staged for the day.

    What is the history behind the Pacifican Constitution? In 1971, two years after the formation of the Progressive Party of the Pacific, the Republic of the Pacific was declared as the official secessionist movement from the then-Soviet Union. This was in response to Progressive Central Committee member Gennady Yanayev's arrest by the Soviet Interior Ministry. Seeking a way to gain international attention to the movement, and to bring light to the injustices perpetrated by the Soviet judicial system, the Central Committee of the Progressive Party declared the [i]Republic of the Pacific[/i] on 20 June 1971. As then-President Zakharov stated: "no power can defy the progress of liberty".

    [i]Parade of the Honored Eighth Army of the Armed Forces of the Pacific[/i][/center]Former President Oleg Betin (PPP, 1981-1989) and former Chairman Grigory Rapota (PPP, 1980-1990) both spoke to a rally outside the National Assembly Building in Ussuriysk. They spoke of their times during the [URL=http://cnrp.wikia.com/wiki/Patriotic_War][u]Patriotic War[/u][/URL] (1987-1989) and in their fight against the Soviets and the Pan-Pacifican Revolutionary Movement. "Liberty almost died in those dark days in the late-1980s. My comrades and I worked hard to preserve what we helped Zakharov build a decade before," Betin spoke, "before and during the Progressive Resistance of the early nineties, we knew that with the collapse of the Soviet Union that the tyrants and power wouldn't hold. So came the elections and revolutions in 1993, and democracy had triumphed where despotism failed."

    Fireworks outside the National Assembly Building gave a rousing show to its audience, which included the surviving heads of state and government - many of whom had worked with Mikhail Zakharov during the beginnings of their political careers. "It's not only about honoring the country and those that died to defend it," said former President Leonid Polezhayev (D, 1993-2001), whom was the youngest member of the Progressive Central Committee with Zakharov in the mid seventies, "but also to honor the man who worked tirelessly to bring basic civil rights to a nation where such were not permitted."

It is our experience that socialism in one nation as exercied by the ideal stated in the preamble of this document: "a commitment to the values of equality, freedom, justice, solidarity and peace which are the foundation of democratic socialism" must be exercised in a single nation that is strongly united. The Tahoe Republic is racially homogenous -despite our characterization as being ethnically Irish, that is not the case- and religiously homogenous. Those social balances, along with our social principles must be maintained if we are to achieve a stable socialist government. Multiculturalism will not work. Tahoe is not multicultural. And like it or not, our people are socially conservative. Very socially conservative. If they are to be shown the socialist example, they must be allowed to maintain their social establishments and that is why the Labor Party works extensively with the Church to spread the message of cheerful giving and sacrifice for fellow man.

    or a relatively uniform group, all of whom have been administrators, all of whom know what the position demands, all of whom are highly educated, and all of whom have long careers as apolitical agents within the bureaucracy? To me the choice seems rather obvious, but perhaps this is merely a difference of perspective.

    As for my point about democracy. I consider democratic parliaments to be important delegations that can bring forth local issues that would otherwise be overlooked. The parliament can be a middle level of power which can bargain and arrange assistance for their respective constituents.

    the people of a parliamentary district can make capable judgments based on what they see around them.

    "They can do this, but cannot administratively govern? As far as I know, my job as head of my nation's cabinet is all about judgments based on my environment."

    On the other hand to select a proper Chief Minister is an impossibly more complex task. While candidates can buttress the perception of their competence by flashing numbers, documenting their credentials, and running a smart campaign; the final decision of a democratic election does not necessarily indicate a rational or correct choice.

    Ethical Charter to the Leftist International Conference

    We, member parties of the Leftist International Conference, reaffirm our total commitment to the values of equality, freedom, justice, solidarity and peace which are the foundation of democratic socialism. We solemnly undertake to respect, defend and promote those values in the spirit of the fundamental declarations and campaigns of the Leftist International Conference.

    Code of Conduct

    Art. I, to carry through progressive politics that favor well-being of individuals, economic expansion, equitable trade, social justice, the protection of the environment in the spirit of sustainable development.

    To oppose all social and economic politics to the advantage of privileged groups, and promote the creation of a global economic system which will lead to more equitable and fair North-South relations.

    To combat corruption in all its forms and the obstacles to good governance.

    Art. II, to defend pluralistic democracy. This implies :

    • the freedom of citizens to choose between political options in the framework of free, frequent and transparent elections;

    • the possibility of a change of government through peaceful means and the free expression of citizens;

    • respect of the rights of minorities and individuals;

    • an independent and impartial judicial system based on the law;

    • a free and pluralistic press;

    • democratic running of political parties.

    Art. III, to guarantee, under all circumstances, the respect of human dignity and human's basic liberties an rights:

    • To respect and reinforce the fundamental human rights, be they individual rights (respect of private life, freedom of thought, belief, education, sexual orientation and right to equal treatment etc.), social rights (freedom of trade unions, right to strike, social protection etc.) or political rights (freedom of association, universal vote);

    • To foster gender equality in every area of private and public life, including within our parties, in decision-making positions in all fields and at all levels;

    • To fight against all forms of discrimination based on gender, race, ethnical origin, sexual orientation, language, religion, philosophical or political beliefs;

    • To fight against all ultra nationalist, fundamentalist, xenophobic and racist trends and to refrain from all forms of political alliance or co-operation, at any level, with any political party inciting or trying to inflame prejudices, ethnic or racial hatred;

    • To reject and resolutely oppose any drift to authoritarianism as well as any political system which allows or practises the violation of human rights to conquer or impose its power (political assassination, torture, arbitrary detention, press censorship, banning or repression of peaceful demonstrations, etc).

    Art. IV, to support international action in favour of peace, tolerance, dialogue, understanding and cooperation among peoples.

    To abstain from using military force to gain power or to lead a foreign policy, beyond the framework authorised by the relevant international organisations,

    To strive to eliminate weapons of mass destruction and to facilitate disarmement.

    Strengthen the work towards achieving peaceful solutions to conflicts.

    Art. V, the parties of the Leftist International Conference shall moderate themselves in accordance to these codes set forth by this declaration. All parties, and their delegated representatives, are given the right to a singular vote on the conference floor; all parties are apart of the Leftist International General Congress, and may adopt resolutions as seen fit to further build solidarity between people, parties, and nations or to further develop the Conference. Such congresses shall be organized every month.

    Art. VI, the ratification of this document herein establishes the Leftist International Conference and the Leftist International General Congress as a global political entity designed to assist and unify all Left-wing political movements.

    "This declaration shall establish us as a unified force for the ideals we seek to establish in our nations. I believe this is a good place to begin in discussing what ideals, customs, and methods should be adopted and encouraged world-wide," spoke Ray Matveyev, President of the Democratic Republic of the Pacific, "the Progressive Party of the Pacific is ready to adopt this declaration as-is."

  10. As for democracy; democracy can be a helpful tool in bringing local concerns to the attention of the national government, but beyond that most people are unfit to govern

    "So only the despotic, totalitarian dictator is fit enough to rule? Democratically elected leaders are then unfit to rule because they're just 'one of the people'?"

    "Politics is the basis in which we establish our social societies. You cannot create a social revolution and not a political one, and visa versa. There is no right or wrong way to executive a revolution, only methods."

    Cultures have little to do with it. Communist Revolutions do not regard cultures, as something that impedes them; each nation will alter the True Communism to some degree, to fit their social and political environment. I am merely describing the basics of what is needed, in my essay.

    "I do believe that social and political environments is a lot of what comprises a region's cultures. Also, you're talking about nations and communism working together - that cannot be so."

    I'm saying that, deviating from the economic theory that Communists agree on, would label you a traitor, in my eyes. It's largely the political theories that Communists will disagree on.

    "What communists, when? Where? Economic theories differ from place to place, as trade, resources, and workforces vary so greatly. You cannot set a single standard for the world."

    I believe I have stuck rather closely to Marxist Ideals

    A delegation of Leftist parties all over the world

    USSURIYSK, PACIFICA -- The Leftist International Conference has been opened, hosted by Chairman of the Council of Ministers, Viktor Ishayev of the Progressive Party of the Pacific, it is the first international convention the Pacifican Republic has ever held. "Lefticon" is the term used by Ishayev to describe the conference, and hints at the possible establishment of an international political party. "I think that it's time the Leftist movements in the world come together not only intellectually, but also as one to progress the Leftist thought - to advance the rights of the global working classes," Ishayev said in a statement, "we are seeing too many monarchies, too many dictatorships, and too many despots. It's time that the Leftist movements gain recognition, support, and assistance in their struggles and legitimization of their just causes.

    You are correct; each environment the Communist is in, will have different policies; the idea is still the same, nonetheless: a Proletarian Administration, variable to the area it is in, democratically electing the Proletariat into figurative power.

    "Electing a representative of the working class from said class origins. How is this a new idea? Would the administration rule by legislature? Who would moderate the legislature? If you're going to institute a state structure, you cannot leave out small details that would enable it to fail.

    Not all cultures are communist. Many tribes and indigenous peoples have a strict, authoritative hierarchy. I don't believe our ideals should cut into their tribal and unique customs by forcing an institution of a new state."

    I label the Market Socialists as Traitors, due to the fact that, not only was Marx the forefather of Communistic thought, but he contributed vastly to Socialism as well. Violation or otherwise deviation from the Marxist train of economic thought, as shown here, could be labeled 'traitorous'.

    I have stated later on in my essay, that each misguided Communist or Socialist nation, should be pitied, and, should attempt to be moved into the right direction of True Communism, so that they can achieve the state of being that was intended, all along.

    We're all in realization that a communal society is necessary. However we're not all in agreement to how to get there; what to do, how to do it. There are no 'true' communists, there are no 'bad' socialists - just different ideas and concepts. If we can all come to an agreement on how to achieve the final communistic goal, then, and only then, can worldwide revolution be staged."
