You missed posting the lower half of your alliance whom are sitting in peace mode too. The other page and a half of nations from 0-40,000 NS. These nations are in range to fight. Oh wait, your having other alliances do the fighting for you.

TOP is doing their job in the coalition. They fight top tier while others fight mid to low. There's no need for them to fight the lower tiers.
