You can't run an alliance like you could PrF anymore. With only seven government officials, no military organization, simple/basic charter, no banking organization, and on top of that a "messy" forum structure.

Introduction
In the interest of solidifying positive relations and intent on paper, Norden Verein (hereby referred to as NoV) and the Confederacy of Independent States (hereby referred to as CIS) do agree to uphold the articles set forth in this agreement. May the current friendship be secured long into the future by the signing of this document of mutual defence and respect.
Article I: Recognition of Sovereignty
Both the NoV and CIS are to always be considered sovereign alliances. This document should in no way violate or interrupt upon either alliances right to sovereign decision making.
Article II: Mutual Defense
In the event that either alliance falls victim to attack from an aggressive third party it is the obligation of the non involved signatory to provide aid in the form of military support.
Both parties are expected to share intelligence of any anticipated threats to either alliances security.
Article III:. Nonaggression
Neither alliance shall engage in aggressive action with the other signatory. Nations who do so will be expected to pay full reparations within a reasonable time frame and face disciplinary action from the appropriate respective body in each alliance. Should either alliance wish to withdraw from this agreement they must give notice to the other signatory at which point a 72 hour grace period will ensue, in which the articles of this agreement are deemed to be active.

Norden Verein Declaration and Announcement
As an alliance progresses, it is the unfortunate occurrence that occasionally, it loses its original path it set out upon. When this happens, the power falls into stagnation and hopes for progression and consolidation are forever lost as the alliance seeks to find it’s way around, blindly groping to rediscover the path.
Norden Verein, in the recent weeks, has been straying off the path originally intended for it. It was established as a Nordreich that never was, and what was meant to be. To see this vision through, and to solidify our ideological stance, the Nordland Doctrine is hereby passed into Verein law and announced to the world.
The Nordland Doctrine
In the interests of self-preservation and the future progression of the Verein, the Nordland Doctrine is hereby declared on today, the 8th of September, to be carried out as Verein law and policy.
Concerning Nationalism
The Norden Verein was established on the foundations of nationalistic zeal, valor and honor, where members held their state and nation in the highest regard. In a statement to reaffirm this alignment on the political spectrum, the Verein hereby announces itself as a Nationalist Empire, a meritocracy where one’s responsibility is granted by service to the state. State before self for the common prosperity will be the one golden law overshadowing all else in the Verein. While some may see the State before their own nation as something contradictory in our Nationalism, it must be noted that putting the State above ultimately is in order so that it will be strong enough to protect its every nation.
Concerning Germanic Unity
The Norden Verein’s forerunner of Nordreich was built on the idea of a unified Germanic (Mainland Germanic+Scandinavian) front, and this spirit was continued on into the Verein. It quickly was replaced by a broader, European front. This spectrum became too vast to satisfy, and thus the Verein hereby states that it will be returning to the ideal of Germanic unity as a core belief. Let it be known that this policy does not hinder any immigrant to the Verein in their effort to become a citizen, and does not pass prejudgment on any citizen, or that is effects Norden Verein foreign policy and diplomatic dealings. We do not recognize any other Germanic Nationalist entities, unless specifically allied to, or unless the Riksdag and Kaiser so decide it.
Concerning Separatism
The Norden Verein hereby declares that any members who leave the alliance to create their own, established under a charter as a European or Nationalist power will not be tolerated. This is a detriment to the Nationalist ideal of unity, and cannot be allowed as a hindrance to the Verein’s progress.
Concerning Territorial Claims
The Vaterland/Fatherland, aside from other Territorial claims, is described as: From Elsass (Alsace) to Memelland (KlaipÄ—da), and from Südtirol to Nordjylland, all the historical German Imperial possessions as well as all mainland Germanophone areas. Additionally, we do not recognize Norway as a sovereign nation.
Concerning Universal Ideologies
The Norden Verein takes a neutral stance against ideological systems in general, and recognizes them as not the system that represents itself, but the people who act through it that bring it a repute and name. The Verein declares that no prejudice will be held against any alliance, nor that anything be held against them besides the actions of their members or those of the leaders in representing them. Nordland puts forth a policy which states that the best way to protect our own ideology and Fatherland, is simply by not purposely conflicting with other ideologies, and by simply honoring our pacts - fighting when we must. The Norden Verein's actions and policies are not guided by any ideology beyond Nationalism, which is more truthfully a belief within itself.
Concerning the Past
The Norden Verein was a union of necessity, and this identity stayed with the alliance for long after its’ establishment. Its goal in mind was to rebuild an empire out of the ashes of the old, and “to bring a newfound order to the chaos of these times†in regards to Nordreich. The Norden Verein declares this goal well progressed, and the empire reestablished in strength again, while inner subversive elements have successfully been avoided or suppressed.
Concerning the Future
Nordland reclaims its position, its loyalty to its members, and its loyalty to its allies. Through the manifestation of ideological will and the hard work of the citizenry, Nordland will be total: Physically, mentally, and loyal to our comrades in and out of our greater nation.

In addition, we are pleased to present to the public our newly recreated home at nordenverein.com. After the Day of Reclamation, massive renovation plans were undertaken through the efforts and initiatives of a dedicated few, and as time passed, a broader front worked to make our forums a true representation of our common spirit. The forums are modeled in the style of the early Nordreich, and all the graphics were custom made by the Verein Minister of Culture Nazaroosky. Thanks to him, and thanks to our dedicated Webmaster, Valek of TOOTLOCAHD. , Norden Verein can now have a forum to be proud of.
A final announcement is that the Mutual Defense Pact between Norden Verein and Golden Sabres is hereby cancelled in full, having honored the 48 hours notification period in the process of doing so. We were glad to end the treaty on good terms and wish the Golden Sabres the best of luck for the future.

On this glorious day, we set forth this charter to create a more perfect union to ensure a safe and secure society of members, bound by brotherhood and trust, strength and prosperity, throughout conflict and peace. It is by this document we so establish the state of Norden Verein.

Article I - Name
Norden Verein (Official Acronym: NoV)
Norden is a word which refers to the general, vague geographical location of Europe and most of the European-descendant communities of the world, while Verein (V pronounced as F) is a word which implies an "union for cooperation" in which all members are understood to have opted to be in it. As such, one of the most approximate meanings is "Northerner Union", a derivate from "European Union" which expands its borders much farther away, and of a Militaristic approach to defend its own integrity, and its people. While Europe is the main approach and culture, all nations are accepted provided they do not decide to stand in direct opposition to us.
Article II - Banner
The official banner is the following:
It was chosen to resemble what could potentially be a national flag, without pointing to any particular nation, in order for our member states to be able to embrace it. As much as it is the official flag, the upper-left quadrant can be edited unofficially to represent different nations member of the NoV. It is Europe-related, and most European countries have at least one of the colors present in the flag, which are in fact our official colors.
Article III - Ideology
NoV is a group based on an evolution of the ideas of the European Union and Nationalism. NoV canonically stands and protects the National Culture and demography of all and each of its member states, respecting their differences as well as encouraging the union of very similar cultures, in brotherhood and unity. Every nation of the world with upstanding citizens and leadership that wish to protect their land, their home, may here find a safe haven of like-minded nations which wish to work together hand to hand to protect their folk, their ideals, and more - Militarily or in any other form. Our official government form is a Monarcho-meritocracy.
Article IV - Techraids and war
Norden Verein nations are to apply for a Viking Raider License before being allowed to techraid nations. Additionally, the nations cleared for raids are all under "None" alliance affiliation. NoV nations which have the license have full freedom, and can attack both active and inactive nations.
Article V - Nuclear Policy
NoV nations may nuke unaligned nations, but attacking any aligned nations with nukes is strictly forbidden and punishable on ZI if reparations are not paid. NoV will authorize nuclear retaliation on nations to do so, but before authorizing nuclear retaliation on alliance, it is to seek consensus and approval from allied entities.

Article I – Admission Statement
All and any nations of or joining the maroon sphere that swear loyalty to the Norden Verein requesting membership will be admitted as a member. Any admission may be blocked by the Reichskaiser as deemed necessary. Should a nation not be in the maroon sphere when applying, it has 30 days to comply upon acceptance. Kaiserlich and Riksdag Council level authority are able to set exceptions.
Article II – Structure and Offices
1. The Reichskaiser - Emperor
The Reichskaiser is the head of state for the Norden Verein, and leads as it’s monarch. He holds a the final say in all affairs regarding the alliance, and cannot be overridden. To assist him in managing the Verein, he may appoint officials and ministers to run various sub-sections of the alliance, or pass on authority to another official that rules at his discretion. The Reichskaiser may also block the election of any Riksdag elect, and remove anyone from the Riksdag to preserve the well-being of the Verein.
2. Kanzler - Chancellor
This official serves at the discretion of the Kaiser, and rules in his name. He is a prime minister in terms of diplomacy and alliance management, and chairs the Riksdag. All bills and legislation can only be entered into voting by him, by his own volition or Kaiserlich order.
3. The Reichsgeneral - Imperial General
The leader of the Norden Verein Reichswehr (Imperial Defense Forces) serves at the discretion of the Kaiser, and leads in his name. He holds the power to direct and appoint any officers he deems fit into the armed forces of Norden Verein, and regulate it’s management with an appointed staff. Ultimate authority regardings military rests on him, Kaiser set aside.
4. The Riksdag Council
The Riksdag Council serves as the high multipurpose command of the Verein, deciding in most aspects, proposing new legislation, and discussing it as well as participating in the signing of treaties, the cancelling, and more. They are appointed by the Kaiser-Kanzler-General triarchy in combination with recommendations from the Ministers. The Riksdag houses anywhere from 4 to 6 members.
Thrijiz Clause
At any given time the total amount of Riksdag+High Command members has to be an impair number, for the sake of decisions being unable to be 50-50 split. Should this balance be perturbed, a new member is appointed or alternatively removed, or having their voting rights revoked until order is restored.
5. The Citizens
All members hold a seat in the Res Publica, the collective membership of the Verein. They hold the power to elect Riksdag members and vote on other matters should the Kaiser put out a plebiscite.
Article III – Peace and Diplomacy
The control of diplomatic affairs lies with the Minister of Foreign Affairs, who may appoint officers and diplomats to assist him in this task, who serve at his discretion. He rules at the discretion of the Kaiser and is regulated by the Kanzler, and as such has sole control over his ministry and it’s matters.
Treaties may be proposed by the Minister of Foreign Affairs to the Kaiser or Kanzler, but it is only through their approval that it may be extended to another alliance. All treaties are voted on in the Riksdag body and must be approved by the Kaiser.
Article IV – War and Conflict
In the name of defending our membership, and after all diplomacy has been exhausted or otherwise spent, the Kaiser may declare war on another sovereign alliance in the name of national security. During time of conflict, he may extend the power to act accordingly to the Reichsgeneral to neutralize threats and dangers to the Norden Verein. War is considered an extension of diplomacy, and will use if deemed necessary.
Article V – Treason and Expulsion
Treason and sedition are automatically punishable on permanent ZI and nuclear death as well as expulsion. In cases in which a nation may need to be expelled even if it is not guilty of treason, the Riksdag council, Kaiser, Chancellor and General are to decide the fate of the subject at hand.
Desertion Clause:
No nation may leave during wartime unless authorized by the Riksdag Council and Executive Authorities. Also, no nation may leave if they had taken large amounts from the banks without contributing in return.
Article VI - Emergencies
Given that a structural emergency is present in which a very fast resolution and decision is demanded, or an emergency in which the Government fails to function normally, the Kaiser is allowed to use Interim Dictatorial Powers to ensure NoV's stability and integrity, being his obligation to restore the Government to normal as soon as possible.
Should the Kaiser be away or missing in action, the Kanzler is to take his position. Failing this, the General. Again failing, the Riksdag Council would vote among themselves, the General Staff and the Ministers to create a new Executive power. Should this, as well, fail, the Res Publica will decide a new cabinet as well as an emergency Kaiser.
Article VII - Amendments
Any motion to amend or add to this charter or Norden Verein policy may be submitted to the Kaiser or Kanzler for review, and be voted upon within the Riksdag council.
We sign this document for the above stated reason, of preserving prosperity, ensuring the security of our citizens, and bringing a newfound order to the chaos of these times;
