  2. The core values of the Federation of Armed Republics are the ideal of sovereignty over obligation and combined arms defense. Unlike many other alliances we have made it the express position to give real independence to our members. Realizing that there is no more vital international legal principle than sovereignty, we pride ourselves on the theory that our members are all created equal and that sovereignty must be guaranteed to foster a stronger bond between our nations. We encourage all freedom loving nations of the world to join with us as we build a united front of proud, sovereign states. Charter of the Federation of Armed Republics Preamble Be it resolved that with this Charter, the Federation of Armed Republics (FAR) is henceforth established as a military alliance of likeminded states with the purpose of mutual defense of sovereignty and combined arms military action in defense of global stability. With the corps values of sovereignty, unity, and peace through strength, we the High Command come together to forge a common bond among nations which shall lead us to a strong unified front against the tyranny and a new world order. Article 1 The High Command 1.1 The governing body of the FAR shall be called the High Command Staff (HCS), 1.2 The HCS shall be made up of five (5) member states of the Old Guard, 1.3 The Old Guard shall be defined as any nation state named a signatory to the charter or appointed by the original signatories to the Charter. 1.4 The HCS shall be divided into a clear chain of command and shall operate on the principle of tactical autonomy. 1.5 The HCS shall be made up of the Chancellor, Foreign Minister, Minister of Internal Affairs, Public Affairs Minister, and the Minister of the Treasury. 1.6 The Chancellor shall have final approval over all decisions of the HCS and shall be the tie breaking vote on all issues among the HCS. The Chancellor shall have the right to request emergency powers and assume full control over the alliance for a period of seven (7) days with a unanimous vote of the HCS. The Chancellor shall approve alliance related reports issued by the HCS and shall be the chairman of the HCS. 1.7 The Foreign Minister shall be responsible for all inter alliance/ interstate negotiations and shall be responsible for the administration of the War department. Member states wishing to declare war must first inform the Foreign Minister prior to the initiation of hostilities. The Foreign Minister shall have the power to negotiate treaties, protocols, and trade agreements with other alliances pending the approval of the HCS. 1.8 The Minister of Internal Affairs shall be the direct liaison between all member states and the HCS. They shall deal with all inter member disputes and be responsible for facilitating strong communications within the alliance. 1.9 The Public Affairs Minister shall be responsible for the promotion of the alliance on the forums, shall work towards the creation, development, and operation of a separate website of the alliance. The Public Affairs Minister shall make public to all members the decisions of the HCS. 1.10 The Minister of the Treasury shall be responsible for coordinating internal and external trade agreements in coordination with the Foreign Ministry and shall oversee all inter alliance economic concerns and sanctions. He shall also develop a program for the economic aid of smaller alliance members to facilitate a stronger more unified alliance. 1.11 Any decisions of the HCS accept for those stated herein with some other vote requirement require a simple majority decision. Article 2 The Membership 2.1 All nations may apply for membership in the Federation of Armed Republics. 2.2 One (1) HCS members must approve the membership of any state within the alliance. 2.3 By listing itself as a member state, that states has agreed to all terms of this Charter whether or not it has read the charter and is responsible for understanding all alliance policies. 2.4 Members will all receive one vote in any general body vote called by the Chancellor. 2.5 Communist Governments are encouraged to convert to a free market system as a means of equalizing the policies of the alliance in terms of ideology. 2.6 Members have the right to maintain their flag or use any alliance flag as their national flag. 2.7 Members have the right to declare war upon any unaligned nation without the approval of the HCS. 2.8 Members should seek the approval of at least one (1) HCS member to declare war upon any aligned nation. 2.9 Members should immediately report any hostilities to the Foreign Minister. 2.10 Member states are encouraged to come to the aid of any alliance member immediately upon request and are expected to provide any and all possible assistance to besieged allies of the FAR. 3. War and Peace 3.1 Members states must make known to the foreign minister any planned attacks and any enemy actions against any FAR member state. 3.2 The Foreign Minister may appoint one or more member states as military commanders in the case of war and may create ad hoc military sections or divisions to deal with certain military concerns such as air, sea, land, homeland defense, counter-espionage, nuclear, and special tactics. 3.3 The Foreign Minister and the Chancellor shall have final approval over all Military operations coordinated through the alliance not as unilateral actions. 3.4 The Foreign Minister and the Chancellor shall grant commissions to Military Field Command Staffers and these shall be responsible for the tactical operations of the alliance in time of war but subordinate to the HCS. 3.5 The Far encourages all member states to peruse all military technologies and strive for a robust military capability. 3.6 Should a general mobilization be declared by the HCS, all member states must declare war upon the sanctioned state or alliance in coordination with the FAR military leadership and the HCS. 3.7 The HCS reserves the right to place sanctions on any non member state. 3.8 Member states are encouraged to strive to prevent inter alliance warfare which might endanger the alliance as a whole and are encouraged to consult with the HCS before any declaration of war. 3.9 The services of the Foreign Minister may be requested by any member state wishing for a negotiation between any alliances. Only the Foreign Minister or the Chancellor may discuss matters of war with other alliances to maintain a united front. Article 4 Economy, Trade, and Sovereignty 4.1 There are no economic sanctions to be placed upon any member state and all states may operate their nation as they see fit without direct interference of the FAR. 4.2 Member nations may peruse trade as they see fit. 4.3 Nations seeking to receive aid should refer to the Minister of the Treasury. 4.4 Tech deals are permissible as long as they are discussed with the Minister of the Treasury. Article 5 Amendments 5.1 Any member may propose an amendment to this Charter. 5.2 Amendments must be sponsored by one member state and one HCS member. 5.3 A 4/5 vote of the HCS is required to amend this charter.
