Not to dispute the general point of your post but the "Codex" was mainly concerning conduct during war and post war policy. It had nothing about first strike/no-strike etc.
May we all enjoy the inevitable green glow that war brings. -

Anyone currently on the AA is free to do as they wish. We will only be enforcing our sovereignty after the 7 day period. -

Seeing as there is no formal declaration from iFOK, he could quite easily be considered a rogue. As such, CN norms dictate that there is nothing wrong with alliances declaring wars against rogues who attack them. -
