I've had this event at least twice now, and before it also did not give my environment +1. I figured back then it was because it did not affect GRL or something, and since I had a perfect environment from border walls, I wasn't getting any benefit. But now I do not have a perfect environment (and of course GRL is higher than ideal) and I'm still not getting any benefits.
