    Friendship pact

    Preamble:

    After many loveless dates, and nights in separate beds, the Verdant and Green United Empire (VAGUE) and the Sentries of All Things Purple (SOAP) decide to push the beds together and make some babies!!!!

    Article I: Friendship

    This being a friendship pact, this is the most important article. Both signatories agree to treat each other with respect and courtesy. This means no name calling, Flaming, Flame baiting, and all that other stuff that is commonly looked down upon by the CN population.

    Article II: Intelligence

    Both signatories agree to share any sensitive information that affects, or could possibly affect the other signatory or her allies

    Article II - Non Aggression

    Both VAGUE and SOAP agree to not fight with each other, either alone or with buddies. VAGUE and SOAP agree to talk out all differences in the proper way. This means in private channels and not in shouting matches on the OWF.

    Article III - Aid, Advice and Support

    VAGUE and SOAP agree to offer any aid be it money or military whenever possible, though it is not mandatory for either to do so. VAGUE and SOAP also agree to offer assistance in the form of advice be it in foreign or internal affairs, if it is requested

    Article IV - Non Espionage

    Spais are FAIL so we don’t use them against each other

    Article V – Optional Defense

    Both VAGUE and SOAP are expected but not required to defend the other signatory through direct military action and financial backing if the other signatory is in a state of defensive war, or being attacked by rouges or tech raiders and requests the other signatory to enter and assist it.

    Article VII - Withdrawal

    Should either alliance wish to end the above agreement, a notice must be given to the other signatory Alliance. After this, both signatories will pursue a 48 hours grace period, in which they will undertake no actions that go against the nature of this agreement.

    Ahem, time for a long and boring speech, bear with me.

    Four score and seven days ago, two blokes walked into a bar. The blokes were from different countries, but became friends nonetheless. After a series of blunders and stupid questions they came up with VAGUE, the Verdant And Green United Empire. After a long group of setbacks, coffee spills and miss-prints, the Charter was finally created. Next, the blokes had to find people to run VAGUE, so they went out to a few other bars and found a few more blokes to run VAGUE. The first two blokes were coming home from one such bar and got in a car accident and left the Cyberverse forever. This is the mess they left behind for us:

    Preface

    That the governments existing at present ought to be abolished, so that liberty, equality, and fraternity should no longer be empty words but become living realities, and that all forms of government as yet tried have only been so many forms of oppression and ought to be replaced by a new form of grouping will be agreed by all who have a brain and a temperament ever so revolutionary.

    We, the People and Nations of the Cyberverse, do here-by proclaim the formation of the Verdant And Green United Empire, to build a safe and secure society, to be up-held by the honor and courage of it’s loyal citizens.

    Chapter I – Entrance

    Any nation of the Green Team may seek and be granted admission to the Verdant And Green United Empire (VAGUE) provided that the nation:

    1.) Does not belong to another Alliance

    2.) Is not currently at war

    3.) Is approved by the Imperial Commissioner or the Emerald Council.

    4.) Resides on the green trading sphere. Nations that are not on the green sphere will be accepted on case to case circumstances.

    Chapter II – Structure

    A revolutionary government…the words contradict each other, destroy each other. We have seen, of course, many despotic governments, -it is the essence of all government to take the side of the reaction against the revolution, and we have a tendency towards despotism.

    Article I – The Three Scions

    The Three Scions act as a Triumvirate at the head of the Empire; each of which controlling a different section of the Government

    The Three Scions serve life terms which can only be terminated by

    1.) Resignation or

    2.) Expulsion from the Triumvirate

    Section I- The General of the Armies

    1.) The General of the Armies is in charge of all Military organization and operations inside the Empire, both during peace and war.

    2.) They may only declare war with a majority triumvirate and council vote.

    3.) The General of the Armies can give permission for nations to declare war.

    4.) Appoints the military liaison and colonels

    Section II- The Imperial Commissioner

    1.) The Imperial Commissioner is in charge of all internal affairs of the Empire.

    2.) The Imperial Commissioner leads reviews of behavior of the Empire’s members

    3.) They also review and accept those who wish to join, as well as growth and progress of the alliance as a whole.

    4.) Appoints bankers and may deem members deputies of certain departments

    Section III- The Jade Emissary

    1.) The Jade Emissary is in charge of all of the Empire’s foreign affairs.

    2.) They must not only create but also maintain communication and friendship with other alliances in war, peace and times of crisis.

    3.) The Jade Emissary assists in the writing, proposal, and acceptance of treaties with the Empire and her associates.

    4.) Appoints diplomats

    Some decide for a government elected by universal suffrage in the state or in the commune…

    Article II – The Emerald Council

    Section I –Duties of the Council

    1.) The Council consists of five citizens elected to be the People of the Empire’s eyes, ears and voice in the Government.

    2.) Citizens may bring any questions, suggestions, pleas, or advice to the Council to propose to the Scions.

    3.) The Council may also deem another councilman or Scion to be unfit for command, in which case a majority council vote is required to fire a councilman; and a majority council vote and Triumvirate vote required to fire a Scion.

    Section II-Elections

    1.) Councilors serve a term for sixty days.

    2.) Any Citizen may nominate any other Citizen to become a Councilor (minimum of 2 nominations)

    3.) There is a forty-eight hour election period beginning two days before the first of the month.

    …others decide on a revolutionary dictatorship.

    Section III –The Emerald Representative

    1.) The members of the council may elect one of their members to lead the Council and act as their voice in the dealings of the Scions.

    2.) While the Representative may speak freely and present information to help the Scions make decisions, the Representative may not vote in Scion affairs.

    Article III – Ministers

    1.)The Scions of the Empire have the power to appoint any Citizen to the rank of Minister in the Imperial Government.

    2.)Ministers are placed in charge of a certain department under the correct Scion and are responsible for the maintenance and progress of their specific department

    3.)They act as aids to the Scions, helping them to maintain the Imperial Government by sharing the workload and reporting back to their Scion..

    4.)Ministers may also voice their opinions in Council affairs but may not vote.

    Section I- The Imperial Regent

    1.) The Imperial Regent resides underneath the Imperial Commissioner, and over Internal Affairs.

    2.) The chief duty of the Imperial Regent is to oversee recruitment and acceptance throughout the Empire.

    Section II- The Grand Vizier

    1.) The Grand Vizier resides underneath the Jade Emissary, and over Foreign Affairs.

    2.) The chief duty of the Grand Vizier is to appoint diplomats to foreign alliances.

    Section III- The Liaison Officer

    1.) The Liaison Officer resides underneath the General of the Armies, and over Military Affairs.

    2.) The chief duty of the Liaison Officer is to appoint and lead military commanders in times of peace and war.

    Article V - The Body Republic

    1.) All citizens of the Empire will automatically have a seat in the Body Republic and will be responsible for voting for members of the Council.

    2.) The Body Republic also may be asked by the Scions to vote on other matters pertaining to the Empire as a whole.

    3.) In addition, The Body Republic is a place for general discussion amongst the Citizens of the Empire.

    In fact, universal suffrage, when it is quite free, can only produce, at best, an assembly which represents the average of the opinions which at the time a re held by the mass of the people.

    Chapter III – Rights of a Citizen

    Article I – Every Citizen of the Empire has the right to speak freely and express themselves on the forum. But, if a Citizen speaks in a way meant to troll or flame another Citizen or friendly Alliance, they will be punished according to the content of their message.

    Article II – The right to make war and/or spy operations on any unaligned or unprotected nation will be up held by the Empire so long as:

    1.) The member first request permission and receives it from either the General of the Armies or the Liaison Officer

    2.) The nation does not lie on the red trading sphere

    Article III – The right of a Citizen to leave the Empire, without penalty, at any time stands. However, it must meet these requirements:

    1. A state of war or heightened alert does not exist.

    2. The soldier has fulfilled any military or financial obligations imposed on them by the Empire.

    3. The soldier has not engaged in any acts of sabotage or espionage against the Empire or its allies.

    4. The soldier has formally announced their resignation in the appropriate section of this forum.

    In the event the above requirements are not met the Scions may, at their sole discretion, impose any penalty they deem proper upon the departing Citizen, including demanding repayment of aid received within the period of 60 days prior to the date of their departure and reserving the right to wage war on said Citizen.

    Article IV- Expulsion

    1.) Any Citizen may propose for the expulsion of another citizen at any time.

    2.) After 48 hours, either a majority Triumvirate or Council vote can expel the citizen.

    One does not need to be much of an innovator to arrive at this conclusion...

    Article V – Expectations of all Citizens

    1.) All Citizens are expected to be as active as they can, for the good of the Empire as a whole. Inactivity can only be excused when given prior warning and clear justification.

    2.) All Citizens are expected to be prepared to make the ultimate sacrifice for the Empire, when we fight, we fight together and we fight to the death.

    3.) Citizens are also expected to treat each other and others in the Cyberverse, with respect and refrain from flaming or tolling.

    Of course people now blame the men, the individuals for this; but it was not the men who were the cause for this failure-it was the system.

    Chapter IV – Amendments

    Section I – If the Scions wish an Amendment to be made, they must present the Amendment to the People’s Council. Only if a unanimous vote of support is made, can the Amendment be presented to the Body republic. There it must gain a two-thirds majority in order to be passed and the Constitution can be amended.

    Section II – If a Citizen or Council member wish an Amendment to be made, he/she must present it to the People’s Council. Only if a unanimous vote of support is made, can the Amendment be presented to the Scion. At least two of the three Scions must support the Amendment in order for the Amendment to pass and the Constitution to be amended.
