Don't know where you're going with this. If you mean the NpO vs. \m/ conflict, that was through a mandatory defensive clause. If you mean TOP/C&G, PC wasn't even involved until treaties activated. Where's the CB-less aggression? -
This is fine for those alliances that entered through treaties.
Speaking as a member of an alliance attacked at the outset, WITHOUT A CB, white peace is totally unacceptable for TOP/IRON/TORN/DAWN. -
