When at war you don't always face good odds, sometimes its terrible odds, most take it on the chin when facing the latter. You cried and ran away abandoning the alliance.
A leader doesn't abandon when the going gets tough and you have that known quality.

Your second part answers your first part. You're accountable for your friends of friend and allies of allies actions and reparation demands when you stand with them in war.

I wonder if the 60/40 split isn't on a individual nation level but on a game level, which would account for the bad luck.

Any nation that has below 5% odds (when an opposing nation does a ground attack) and who hasn't been nuked receives one daily defeat alert.
Having 0% odds like you did doesn't avoid defeat alerts, otherwise it would be a way of gaming the system to avoid ground damages.
As for spy operations it seems success and failure is determined on odds first, then if successful it checks the nation.
He probably got a message from spy operation saying success but no tanks destroyed.
