Can we get some explanation on this, please? It's happened to me again. It seems to be tied to days inactive. I'm currently at 18 days inactive and I can't change Defcon before collecting. Also here's a different screenshot: [img]http://img163.imageshack.us/img163/172/defcon2r.png[/img] So it's telling me I have to wait a day AND collect even though there are no spy operations that would require me to collect before changing defcon. Seriously, some explanation would be nice since I've found nothing in the documentation that allows for this.
