I was at a friend's house and he wanted to see what the game was about. I signed on to my account to show him around and what kinds of things you could do, and he was interested in joining. I told him since I signed on at his house, I'd have to clear it with the moderators before he could join so it wouldn't be seen as breaking the rules. So is he allowed to join or did I screw him over by signing on at his house?

He's in the middle of a tech deal and can't seem to get anything sent. He tried the things suggested and it still doesn't work. Is there a way he can fix this?

A way to add another trade slot or to change your resources altogether wouldn't be healthy for the game. Having another slot would mean that everyone can have almost every bonus resource, severely reduced bills, and very high income regardless of their resources. It would make the game easier, but making it easier in this manner would make it less interesting. Nations would cease to be unique. Having resources automatically changed after 3 months wouldn't help either. If you had crappy resources and suddenly switched to good ones, your trade partners would probably drop you because you'd be a double in their trade set at this time. Nobody would be able to keep stable trades because every time someone changes there's a good chance they'll double up on somebody's resources and have to rework it. It wouldn't solve the problem and in fact make it worse. I've seen it suggested somewhere a wonder that gives you a third native resource that cannot be traded to anyone and is only used by your nation. I thought that was a neat idea since it wouldn't throw off the game making it so everyone only trades with people with 3 resources, leaving the 2 resource people high and dry. It'd also curb that craving for more income by other people.

If you're talking about the highlighted disclaimer at the bottom that says: "DO NOT attempt to send aid to yourself with multiple or networked nations. If you do your nation will be flagged for a rules violation in the All Foreign Aid Offers Across the Globe screen with a warning indicator for everyone to see. If you are caught abusing the foreign aid feature of the game your nation will be DELETED." then you're safe. That's there for everyone so they know that if they cheat, they'll get caught. If you're not cheating you have nothing to worry about.

I had done those changes (military, government) prior to switching coal for lead. I had 4 star environment and after switching the resources I had 4.5 stars. If I take my soldier count down and go back to my environment-safe government I'll be at 5.5 stars, meaning if I take down a wall I'm back to 4.5. The penalty for nukes was 2 stars, so I should technically have regained one star after switching to lead, but that effect didn't happen for me.

Lead – Lowers cruise missile and nuclear weapon purchase cost and upkeep cost -20%, lowers aircraft upkeep cost -25%, lowers tank purchase and upkeep costs -8%, lowers soldier upkeep cost -$0.50, reduces environment penalties for owning nuclear weapons by 50%. I swapped coal with lead recently to get a boost to my environment so I could tear down a border wall. My environment improved by half a star (I don't know the exact amount), but that's only from dropping the coal trade. The reduced environment penalty from owning 20 nukes should give me another star of environment. Am I misinterpreting this or is it actually a bug?

Do note he said he's brand new. He can't afford those luxuries at his size, and if there are more than one nations at war with the target, he can't send a defeat alert unless he's the first to attack for the day.

Just wanted to emphasize this. If you have the SDI and are in a nuclear war with a 20 nuke guy, here's likely what would happen. You destroy 2 nukes per day with spies (helps when you have the CIA). The nuker burns through 2-3 nukes per day on average, just on you. Pair that up with two more targets (in the case of a rogue), and you get nuked probably once during the entire ordeal instead of 6 times. It's an excellent wonder for most nuclear situations.
