I'm trying to send out aid to other nations. In the Offer Foreign Aid screen, I see the following message: "That nation has too many active foreign aid agreements at this time. Please wait until these agreements expire before attempting to send aid." Thing is, I only have one aid transaction pending (currently). There is nothing else in my aid screen, no current aid, no expired aid, just the one pending. Help? Thanks!

I didn't know him, but it sounds like he was one of the good guys. I suppor the ideal of a memorial for lost members and I support adding him to it. Also, my condolences to his friends and family.
