I don't know if any leader of a major alliance is really overrated. They wouldn't get to where they were if they weren't good at something.
That said the one person I know is rated correctly is me, as I am not rated at all. As it should be.

I think Bud and Xiphosis are both underrated. Mainly because of the fact that they reside on Maroon, can't think of any other reasons.

Though you may forgive me if I'm a touch skeptical that anyone really cares what I, a mere applicant to an uninvolved alliance, think.
My only link here is an unpleasant incident with 57th a bit back. Were I you, I wouldn't even dignify me with a response.
Edit- I see I'm in your sig, if this is some misguided attempt to make me look bad, you've failed. I rather like it. A nice touch.

Regardless of what MA has to say, that won't change what SoL did. It will still be wrong no matter what.
I am NOT happy.
Don't take my comments as defense, merely amused interest on how MA will deal with the fire in their backyard.
