Actually that is the purpose of the Vatican Flag. Rules of Heraldry says that two metals (such as Silver (White) and Or (Gold) cannot touch). But by adopting a flag with white and gold touching the Papacy is declaring "We are above petty laws," and ties it with its status as the voice of God for the Catholic Faith.
