  3. Constitution of The Nation of Selenarctos

    Preamble

    The following document by has been drafted at IKrolm's request with with respect to his four guiding principles. We, the following authors, place our utmost support behind this document and its intent.

    Section A: Hierarchy

    1. The Central Government of The Nation shall be divided into three Divisions, with each section reporting directly to the Dictator.

    2. Division I shall be referred to as the Economic Division, and is responsible for the well being of the economy of The Nation.

    3. Division II shall be referred to as the Security Division, and is responsible for the security of The Nation.

    4. Division III shall be referred to as the Popular Division, and is responsible for the well being of the general population of The Nation.

    5. Each Division shall be under the authority of two Directors. The appointment of each Director is detailed in each Divisions section.

    5.1. A Director serves for a two year term and may be reappointed/nominated/elected for up to 5 terms.

    6. The Economic Council, Security Council and Popular Council shall refer to the two respective Directors and the Dictator. A 2/3rds majority from any council where each member has one vote is necessary to signify approval.

    Section B: The Economic Division

    1. The Economic Division's assignments are as follows:

    -> Taxation and procurement of government funds.

    -> Approval of each Divisions' budget.

    -> Allocation of funds to the State Governments.

    -> Definition and mediation of civil acts and disputes.

    -> Organization of state funding for scientific research.

    -> Organization of the state-run banking system.

    2. The organizational system of the Economic Division underneath the two directors shall be determined by the Economic Directors and is subject to the approval of the Popular Council.

    3. To the above ends, the following bureaus are created:

    -> Bureau of Taxes

    -> Bureau of Financial Allocation

    -> Bureau of Labor

    -> Bureau of Finance

    -> Bureau of Civil Law

    4. The division of duties between and the organization of the Bureaus shall be determined by the Economic Council.

    4.1. Disputes between the Bureaus shall be settled by the Popular Council.

    5. The first Economic Director is voted into power by the general public.

    6. The second Economic Director is appointed by the Popular Council.

    Section C: The Security Division

    1. The Security Division's assignments are as follows:

    -> Maintain civil order.

    -> Defend The Nation from external threats.

    2. Toward these goals the Security Division shall be divided into five Forces:

    -> The Sea Force

    -> The Air Force

    -> The Ground Force

    -> The Domestic Force

    -> The Foreign Intelligence Force

    3. The Sea Force shall be responsible for non-domestic water operations.

    4. The Air Force shall be responsible for non-domestic air and space operations.

    4.1. The Air Force shall have command of all dedicated aircraft carriers, but shall use Sea Force facilities for port and maintenance. The Sea Force shall place escort units under the jurisdiction, but not command, of the Airforce to protect dedicated aircraft carrier squadrons.

    5. The Ground Force shall be responsible for non-domestic land based operations.

    5.1. The Ground Force shall be responsible for the creation, maintenance and command of airborne rapid-deployment force and associated transport vessels.

    5.2. The Ground Force shall be responsible for the creation and maintenance of a waterborne rapid-deployment force under the command of the Sea Force.

    5.3. With the approval of the Popular Council, the Ground Force may be deployed domestically to combat an external threat.

    6. The Domestic Force shall be responsible for domestic security and intelligence operations.

    6.1. The Domestic Force reports to the Bureau of Criminal Law and Bureau of Civil Law.

    6.2. At the request of the Domestic Force and with the approval of the Popular Council, the any Force except the Foreign Intelligence Force may be deployed domestically.

    6.3. At the request of the Domestic Force and with the approval of all other Councils, the Foreign Intelligence Force may be deployed domestically for a period of 4 months.

    6.4. The Domestic Force shall be responsible for the security of government members.

    7. The Foreign Intelligence Force shall be responsible for non-domestic intelligence operations.

    7.1. The Foreign Intelligence Force shall not engage in covert actions.

    7.2. The Foreign Intelligence Force shall be responsible for diplomatic interactions with other countries.

    7.2.1. Diplomatic policy shall be established by the Dictator and is subject to the approval of the Popular Council.

    8. The organization and leadership of each Force shall be determined by the Security Council.

    8.1. The organization of the Domestic Force is subject to the approval of the Popular Council.

    9. One Director shall be appointed by each Council. (One by the Economic Council and one by the Popular Council.)

    Section D: The Popular Division

    1. The Popular Division's assignments are as follows:

    -> Organization of the state-run health care, welfare, retirement and education systems.

    -> Definition and mediation of criminal acts and disputes.

    2. To these ends, the following bureaus are created:

    -> Bureau of Health

    -> Bureau of Social Welfare

    -> Bureau of Education

    -> Bureau of Criminal Law

    3. The division of duties between and the organization of the Bureaus shall be determined by the Popular Council.

    3.1. Disputes between the Bureaus shall be settled by the Economic Council.

    4. Both Popular Directors shall be elected by the general public.

    Section E: Voting Procedures

    1. Voting shall be carried out according the popular vote where each citizen over the age of twenty may cast one vote.

    1.1. A citizen is any person in The Nation at the time of its founding, any person born in the nation and of at least one citizen, or any person born outside of The Nation and of at least one citizen who is or has been a resident within the last 6 months.

    1.2. A citizen must be a current resident of The Nation or deployed by the government of The Nation (for civilian or military reasons) in order to receive a ballot.

    2. The Nation shall be divided into three States:

    -> The North State on the island of Luzon.

    -> The South State on the island of Mindanao.

    -> The Central State encompassing the islands between the islands of Luzon and Mindanao.

    2.1. The Pamay Line shall be 1 nm off the north-most coast of the island of Pamay and parallel to the Equator.

    2.2. The admission of new territories as States of The Nation is subject to the approval of all three councils and a majority vote from the general population.

    3. Each state shall be responsible for its own organization and management in areas not covered by the Central Government.

    4. Voting for Director positions shall be accomplished as follows:

    4.1. The first Economic Director shall be selected by a majority of the popular vote from all three States.

    4.2. The first Popular Director shall be selected by a majority of the popular vote from all citizens north of the Pamay Line.

    4.3. The second Popular Director shall be selected by a majority of the popular vote from all citizens south of the Pamay Line.

    5. It is the responsibility of the Bureau of Civil Law to ensure election laws are followed and that results are valid.

    Section F: Modification

    1. Amendments to this document are subject the approval of all three Councils.

    1.1. Amendments to this document which alter more than one section are subject to a majority vote from the general population.

    The Nation of Selenarctos

    As the applause of thousands of citizens resounds through the Capital Plaza, the flag of The Nation of Selanarctos is raised high above on the designated capital building. Plans for a more permanent capital building are already underway, but until then the Selenarctans turn to the Govenor Hotel.

    The crowds grows quiet as IKrolm emerges onto the decorated balcony overlooking the plaza. With few, unceremonious words he outlines his plans for The Nation:

    1. The Nation must develop to its full economic potential.

    2. The Nation must obtain the means to defend itself, through purchase, production and friendship.

    3. The Nation must preserve the rights of every citizen to the fullest of its ability.

    4. To these ends shall The Nation be fully devoted, with no foal bearing more weight nor of such importance as to the exclusion of any other goal.

    To scattered applause from a much more subdued crowd, IKrolm turned and reentered the Governor Hotel to begin the work of organizing more than 6.9 million citizens into a modern, productive society.

    I am looking to start a CNRP nation on Easter Island. Would you be willing to give up the island to accept my nation as a protectorate?

  6. the new graphic is trying to hard: the rad-signs are overused, most of the triangles are all uneven, & the rest of the tactical markings (lol) look like weather pattern markers (don't know what I am talking about, watch a news report when they show the high & low pressures across the country/region)
