We each have our own cultures, and despite how successful this Empire has been, empires around the world are now crumbling. This empire was created in response to great evils of other massive autocracies which were gathering around the world, and I think its time has come. That said, the State of Dragonisia is reclaiming sovereignty.. and the ladies and gentlemen who are governors of their own states on this council.. you are now granted your own independent leadership. However.. in light of our past co-operation, I propose the Leviathan Accords... to make sure we are safe and secure after the dissolution of this Empire."
