The following message would be sent to the Northlands Foreign Ministry:

 

 

To whom it may concern,

 

I have been instructed by Director Wilding to see to the possibility of gaining an audience with Northlands high government. It is my hope that we can discuss matters of mutual importance and overlook past issues. We can host a representative either in Vienna or I can directly head to the Northlands to discuss this.

The following response would be given to Alvonia:

Mr. Powers,

 

It should be reiterated that there is currently a ban on all Alvonian government officials in the Northlands. However, we are willing to meet and discuss the strained relations between our nation and a diplomatic visit has been approved in three weeks time in our capital city of Noordenwind. You have been granted temporary access into the Northlands. Due to the circumstances, which I hope you can understand, you will be permitted to bring no more than two security officers and no firearms or weapons will be allowed into the nation. We wish for this to be a peaceful meeting and the delegation will be subject to security measures to ensure that this is the case. I look forward to meeting with you.

Finn Powers and his men would arrive in Noordenwind and be taken to the Foreign Affairs building. All men would be screened through security. As they were led into the room they would meet Wilhelm Rontgen. 

 

"Greetings, gentlemen," he would say, nodding to the men and inviting all to sit down. "Based on our prior interactions our two states are not exactly on the best of terms. What did you wish to discuss today?"

"Right, and you're right on the money with that. So, I'm sure you've heard of the debacle in Greece, with Sparta falling both Yugoslavia and Cathage are trying to gain dominance over that region. Even better, Carthage already has inroads in Europe, with what, half of Spain is it now? There's a problem here, and I'm getting to my point. Africa as a whole is united, and they act like a single unit. Europe...we're still acting like teenage girls and %*#&ing about every little thing. I'm proposing that the Northlands and Alvonia stop acting like teenage girls and start acting more like world players. A united Europe is going to have to happen one of these days, and I believe we can start here. So what do you say to an economic treaty and a non-aggression pact?"

Rontgen resisted the urge to smack the man. Had he really just compared the deaths of hundreds of Northlandic men and women to the petty drama of teenagers? He composed himself before replying, hoping that a positive change in relations between the nations would compensate the lack of respect the man was showing.

 

"We of course are always eager to promote peace and unity with Europe, although we are mindful of the fact that some nations seem more prone to violence and creating incidents that fracture and threaten such peace. That being said, we are willing to mend relations and move forward if you're willing to make a real and honest effort to do so. We believe that an economic agreement and non-aggression pact could be negotiated. We believe any agreement between our nation would have to begin with an agreement from Alvonia that you agree to not infringe upon the territory of any German lands beyond what you currently own as well as eastern Mecklenburg-Vorpommern so long as the Northlands exists. The amount of violence started over Germany is too great and we believe a written contract with Alvonia acknowledging Northlandic protectorship over the German lands and people would prove a strong foundation for a reset of relations between our nations."

Finn kept his face neutral as he took a drink of whiskey. "I think we can agree on that. Let's see the text of some of these things first." If the Northlands official did begin to bring out the texts, Finn would then continue as he did so, "Look, I'm going to tell you the same thing I'm gonna tell the Hungarians. The only reason we go to war, and have gone to war in the past, is because people try to stick their noses in Alvonian business. I won't claim that that was the reason we fought in Brandenburg, but that will explain every conflict since Poland. We don't turn our back on our people, and our people are being oppressed elsewhere. I'd much rather have a friend I disagree with than a couple hundred enemies I hate."

Northlands and Alvonia Declaration of Economic Cooperation and Non-Aggression

 

In the spirit of friendship and cooperation, the Northlands and Alvonia agree to the following provisions laid out in the mutually-agreed upon pact. Both nations remain fully sovereign states and sign this treaty in the hopes that better relations may be attained for the greater peace, prosperity, and good of these two nations.

 

Article I. Trade

 

Both the Northlands and Alvonia agree to promote trade between one another. Each state will endeavor to lower any tariffs or fees on trade of products and industries between the two nations, bar those considered necessary for vital national interests or those industries which have been granted exception. The nations pledge to work together to achieve this, preferably through reciprocation of changes in commerce regulation and oversight.

 

Article II. Nonaggression 

 

Both the Northlands and Alvonia agree to a pact of non-aggression, and will not interfere or step into the soil of the other nation when not specifically requested. Nor will either signatory illegally spy, destabilize, or in any other way attempt to bring harm to the other. 

 

Article III. Peace in Germany 

 

Both the Northlands and Alvonia recognize that special consideration must be provided due to past incidents involving the German lands. Alvonia agrees to recognize Northlandic oversight and protectorate duties of German lands, except for those currently owned by Alvonia or Prussia. Alvonia agrees to not infringe on the sovereignty or integrity of these states. 

 

Article IV. Termination

 

Should either the Northlands or Alvonia feel this treaty no longer serves the purpose for which it is intended, they may notify the other of their intention to cancel. Such notification must be communicated three weeks (OOC: 72 hours) in advance. 

 

 

 

The following draft would be presented to Powers for perusal and changes. Rontgen listened as he spoke, before responding "Our willingness to 'bury the hatchet' signifies our desire to be on at least somewhat friendly terms, and we are willing to look forward." Officially the Northlands had declared no support for either side of the Poland War, and Rontgen didn't plan on involving himself in that matter. "We hope that what you say is true, but ultimately your actions will speak for themselves. We will continue to watch and observe, hopefully with less animosity between our states."

"Alright, I appreciate the well words and the text. I'm gonna need some time to send this back to Vienna and talk to Director Wilding about it, you understand. I should be done talking to Director Wilding in a few hours, if that."

 

After politely taking his leave, then discussing the issue in a suitably private location, Finn returned, in a much better mood than before. "Director Wilding has requested a few modifications to the treaty. We'd like to have the German agreement on a separate document so in the case that the Reichstag wishes to cancel that element. I'd much rather have it separate so we don't completely lose what we've worked on here today. That also being said, we'd like the Northlands to recognize the Alvonian claims on Bayern and Baden-Württemberg. If we're to recognize Northlands claims over Schleswig-Holstein and Mecklenburg-Vorpommern, I'd expect a similar kindness extended to us. Hopefully you understand."

Rontgen would respond to the man's counteroffer. "The German agreement is the foundation for anything agreed upon here. We are glad to hear your words and desire for peace, but you must understand we must see action and commitment to fully trust you. These words provide a beginning to that end, and we must insist it remain bound with the rest of the treaty. We see these issues as intricately linked.

 

That being said, we are willing to compromise and agree to your second request. With the Alvonian recognition of Northlands' claim to the lands of former Brandenburg, we will reciprocate with our recognition of Alvonian Bayern and Baden-Wurttemberg."

Rontgen would sign his name and inform Powers that the treaty would become legal binding with the approval of the High Council and signing of the King, expected to happen in the next day. "I believe that is all. Let us hope that the future we have made here will be brighter than the past we have created," he would say as he escorted the man out of the building. 

 

A revised version of the treaty, signed by both men, would be sent to both nations for archive purposes.
