What Is Ubersteinian Autocracy?


The government of the Baltic Union of Ubersteinia follows the ideology of President Erwin von Uberstein; Ubersteinian Autocracy, also known as Ubersteinianism. This ideology proposes that the various economic and political models of the past have failed to produce a just state, and that the only way to ensure both security and social liberty is to create a state which holds both in its best interests. Ubersteinianism holds that power flows from the gun, and thus it is necessary to create a structure that ensures that whomever is holding that gun is a responsible and ethically-minded person. It is, at its core, a transitional ideology which believes that it must prepare humanity for the next stage of political evolution. What this next stage is, by definition, cannot be determined by modern political thinkers, as the world it would be built upon has yet to be built.


 


The Presidency


The executive branch of the Baltic Union of Ubersteinia is the Presidency. It holds both the position of Head of State (President) and Head of Government (Vice-President), and is in charge of executing and enforcing the law. All laws passed by the Tri-State Assembly, foreign treaties, and wars must also be approved by the President. The Vice-President serves at the leisure of the President, who in turn appointed by the Tri-State Assembly. The difference is, while the Vice-President may be removed or appointed with no reasoning other than the President's personal opinion, the President can only be removed by a 100% majority vote in the Tri-State Assembly, and serves for life.


The following Ministries serve under the Presidency:

  • Ministry of Defense - Overseeing the armed forces, determining military policy and managing external safety. The President serves as the Commander-in-Chief.
  • Ministry of the Interior - Overseeing the police forces, enforcing the law and managing internal safety.
  • Ministry of Foreign Affairs - Overseeing the diplomatic service, determining foreign policy and managing foreign relations.
  • Ministry of Finance - Overseeing the treasury, determining fiscal policy and managing national budget.
  • Ministry of Justice - Overseeing criminal prosecutions, corrections, enforcement of court orders.
  • Ministry of Education - Overseeing the state-run education of all citizens from pre-school to graduate school. All news and media organizations must also register and be approved by this ministry.
  • Ministry of Commerce, Industry, & Transportation

All ministers serve at the leisure of the President, but typically have autonomy in running their departments.

The Tri-State Assembly


The Tri-State Assembly is the sole legislative branch of the government, and is made up of a single representative from each province of the Baltic Union of Ubersteinia. These representatives serve for 6-year terms, and are elected by popular vote in their home province. There is effectively an election every two years, as the service length is split along "national" lines; while they all serve 6-year terms, the election periods differs from state to state, so that roughly 1/3 of the assembly is always being subjected to popular vote. The Tri-State Assembly proposes bills. If these bills receive a majority vote, they are passed onto the President for approval. If rejected, they may be re-proposed but require a 75% majority for the second attempt. If rejected a second time, the bill cannot be re-proposed except with a 100% approval, and may still be rejected.


 


Trivia

  • Political parties are banned. Politicians must run on their individual merits and beliefs.
  • Ownership of firearms, explosives, and other "destructive weapons" is banned with the exception of hunting permits and low-capacity pistols for home defense.
  • Recreational drugs, such as cannabis, are banned. Alcohol has a minimum age of 18.
  • Religious organizations are taxed and regulated just like any other business or political organization, and must register as such. The Baltic Union is a strictly secular state. Practices that infringe on individuals unable to consent, such as circumcision-at-birth, are illegal.
  • Police are required to have dashboard and uniform mounted cameras. This is to prevent abuse of power, as well as provide solid evidence behind Police claims in court.
  • The Baltic Union uses Internal Passports. All citizens are required to carry their identification papers at all times while on public property. Visitors to the nation will in turn be required to carry their passport at all times.

 

The Biroja Valsts Drošības

The BVD, also known as the Office of Public Security, is the civilian intelligence branch of the Ministry of the Interior. Its rolls are similar to the FBI and CIA. It operates with its own special operations teams, intelligence services, and holds higher jurisdiction than the police.

Ubersteinian Land & Sea Guard

 

The ULSG is a hybrid Army and Marines force, but is best characterized as a Marine force. It fulfills a vital role in national security as an amphibious, air-ground combined arms task force, capable of forcible entry from the air, land, and sea. It is capable of asymmetric warfare with conventional, irregular, and hybrid forces. Its primary task is the defense of the Baltic Union.

Each brigade is armed with a Artillery Company. Mechanized divisions have 4 4-vehicle AS-90 batteries, as well as 2 2-vehicle Tõll (Toell) 305 SPSA batteries. Mechanized artillery also uses Firefinder Radar to assist in counter-battery fire. Reserves have six 4-gun "Half-Batteries" (4 gun, 2 rocket.) The Artillery Company is also in charge of distribution of anti-aircraft weaponry to the infantry. The Anti-Materiel soldier is armed with one RPG-29 launcher w/ one TBG-29V and one PG-29V round, as well as a RT-20 rifle. Each soldier is normally equipped with: an entrenching tool, a hand grenade, an incendiary thermite grenade, body armor & helmet, MOLLE webbing, a small first aid kit, 1 liter canteen, rain parka, gas mask, communication device, modernized sword bayonet, and of course, their personal weapon and sidearm. Equipment may vary or be added accordingly for environment.

 

Mechanized divisions are fully equipped with Sisu XA-203 APC's, and are marked with a (M). Other forces rely on the non-APC transportation listed. Tanks are held as 100-tank Armored Attachments, and are attached to divisions are needed. Divisions with an Armored Attachment are marked with a (T).

The code name for a highly-trained special mission force in the Ubersteinian military. Their job is to infiltrate, study, and if need be, kill and sabotage enemy or allied forces. Their actions are completely off the record; they are trained to avoid capture at all costs, and to make sure they can never be traced back to the Baltic Union. They are much like the RL American Delta Force and Russian Spetznaz.

 

The head of this organization is simply to be referred to as "Commander Akiniuotė," and will have their identity kept a secret from all but the highest levels of the military such as the Commander-in-Chief. They have the authority to pull candidates from any branch of the military without warning.

The Baltic Wall

 

The nick-name of the combined shore defenses of the Baltic Union, it consists of a variety of gun emplacements and missile systems.The Baltic Wall is able to function on a semi-remote-control and semi-automatic basis. While manual operation is completely possible, and patrols regularly inspect the wall, primary control is from a series of three hardened command centers, via secure landlines. The wall is split into its 3 national sections of Estonia, Latvia, and Lithuania. These control centers use a combination of radar, sonar, IR, and visual data to aim and control the various weapons of the line, while more automatic systems such as anti-air and anti-missile systems automatically perform the entire process from surveillance and detection to destruction, including selection of the next priority target. Counterbattery recommendations are also to be forwarded to the weapon operators whose emplacements are within range of the detected aggressor.

380mm/45 Naval Cannon

Each 380mm emplacement consists of a single heavily armored single-gun turret for a single 380mm main cannon, two armored cupolas for fixed 81mm mortar positions, and two AK-630 guns for anti-missile defense. All of this is combined in a single hardened, semi-underground, concrete fortification which includes basic NBC protection. Fire-control-assist bunkers utilizing fixed Firefinder Radar stations are paired near these fortifications; one on each side.

Each 130 53 TK shore defense emplacement consists of the hardened cannon, as well as basic concrete pillboxes covering the shore-side approach to the cannons. Each cannon emplacement also has a quad-launcher 9K38 Igla remote weapon station. NBC protection is included.
