I've noticed that since about 19 days ago and at least two opponents, when I knock down their soldier and tank numbers to zero and I deploy a soldier to attack, why is it that no defeat alert is sent?

Have your opponents been nuked before the attempted GA? If they have that counts as a DA for the day.

What about if their ground army was zero for much of the war period (refering to one of my previous turtling opponents)?

If someone else already DA'd him for that day or if he was nuked that day, you can't send him a DA.
